Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisitions (SS/SA) Branch, on behalf of the National Institute on Neurological Disorder and Stroke (NINDS) intends to negotiate and award a purchase order on a noncompetitive basis to Brain Vision, LLC, 2500 Gateway Centre Blvd, Suite 400, Morrisville, NC for upgrading an existing MRI-compatible EEG system. The Advanced MRI Section at NINDS has a requirement to upgrade their current EEG system, BrianAmp 64-channel, which is MRI-compatible, manufactured and procured from Brain Vision, LLC. The upgrade will involve increasing the number of channels on the existing MRI-compatible EEG system, from 64-channel to 128-channel, which will result in greater spatial resolution. New hardware to be installed for this upgrade is comprised of additional MRI-compatible amplifiers for the 64 extra channels, as well as a 128-channel cap. Currently, the Advanced MRI Section uses the BrainAmp EEG system in an MRI imaging system to acquired simultaneous EEG/functional MRI (fMRI) data to study human brain function. To attain better EEG source localization in these studies, the EEG system needs to improve spatial resolution, which the expansion from 64 to 128 -channels will deliver. Currently, research by this unit at NINDS on human brain function uses predominately MRI function, but combined with EEG, thus allowing simultaneous acquisition of both kinds of data. MRI function is hampered by slow temporal resolution and indirect nature of the measurements based on minute changes in local blood flow - not a direct measurement of the neuronal events taking place in the brain. Combining MRI with EEG improves these drawbacks. BrainVision, LLC has developed an MRI-compatible 128-channel EEG cap, which increases 64-channel systems to 128-channel systems, and will improve the sensitivity and spatial resolution of EEG aspects of these experiments. BrainVision, LLC is the sole manufacture and producer of the BrainAmp and is the only known source that can provide an upgrade to its number of channels. They are the only source with the knowledge and proprietary information needed to satisfy agency requirements. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of Hunter A.
