Description
The Federal Bureau of Investigation intends to award a one time, fixed price, sole source contract with ELSAG North America, under RFQ1846127066. The government intends to solicit and negotiate with one source under the authority of FAR Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c)(1). This notice will be distributed only through the General Services Administrations Federal Business Opportunities (FBO) website, www.fedbizopps.gov. ELSAG North America is to provide the following: 1. Mobile License Plate Reader (LPR) system - Quantity 10 Package includes: •a) LPR Processor •b) 1 stationary High Resolution camera 940 (421554) •i. Mobile LPR cameras shall use an 940nm illuminator •ii. Lenses: 25mm/35mm •c) Cables •d) Related software •e) Magnetic Mounts Based on market research utilizing information obtained from industry sources, counterparts at other federal agencies, and product analysis, it has been determined that the FBI's requirement can only be provided by ELSAG North America. The ELSAG North America License Plate Readers are the only LPRs capable of meeting the following criteria: •1) a form factor compatible with standard covert concealments; •2) has an open architecture allowing customization of data collection, data transmissions and data storage to meet field requirements; •3) capable of interfacing with existing software used to provide secure data communications and data analysis; and •4) compatible with existing equipment in use by the FBI and component agencies This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 9:00 am, Thursday, August 2, 2012, by email only, to Mrs. Margaret D. Einspahr, Contracting Officer, at Margaret.Einspahr@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination not to compete this procurement is solely within the discretion of the Government.
