- The Federal Acquisition Service (FAS), Office of General Supplies and Services (GSS), within the General Services Administration (GSA), provides goods and services to its customers in the Department of Defense and Federal agencies around the world. Throughout the past year FAS has been performing market research on a requirement first known as "Supply Chain Modernization", but has been changed to "Order Management Services". GSS is undertaking a change in its business model to more effectively serve its customers, reducing the footprint of its distribution centers while expanding direct vendor fulfillment of customer orders. GSS' retail operation is also evolving-transitioning to more vendor-managed inventory, rather than GSA-owned stock on the shelves of its retail outlets around the world. In order to give all companies a fair opportunity this notice is being published to make everyone aware that all Market Research will be conducted through the GWAC Alliant Contracting Vehicle. It is anticipated that a Request for Information (RFI) and Draft Statement of Objectives (SOO) will be released under the GWAC Alliant sometime in the beginning of August. At that time we will allow industry to address questions, answer and comments. In addition, we may hold an industry day to any Alliant GWAC Contract holders to meet face to face with the technical team in order to continue market research. All Government employees have been notified that they will not be able to discuss this issue with any potential companies at this time. All contractors are notified that they shall wait for the RFI to become available to address any discussions at that time. All discussion questions or information will be made available in order for all companies to receive the information and have the same advantage. GSA looks forward to the competition and hope that all Alliant GWAC contract holders with the capabilities and innovation will participate.
