- Solicitation D12PS00089 seeks helicopter flight services for one year consisting of a Bell 407 or similar helicopter which meets the solicitation minimum aircraft requirements and/or performs to the solicitation target aircraft requirements which is fully Contractor operated and maintained. The aircraft will be used to support the Bureau of Safety and Environmental Enforcement (BSEE) Pacific Outer Continental Shelf oil and gas program requirements. The helicopter will be based at Camarillo Airport, Camarillo, California. The exclusive use period is January 1, 2013 through December 31, 2013 (365 days). The contract includes government unilateral options of renewal for an additional four years. Potential duration of the contract could be five years. The Contractor shall possess a Federal Aviation Administration (FAA) certificate issued under 14 CFR Part 135. The anticipated issue date of the solicitation is July 27, 2012 with a projected closing date of August 16, 2012. It is a requirement that the successful awardee be registered in the Central Contractor Registry (CCR). The solicitation will also be available at www.amd.nbc.gov under Current Solicitations under Business Opportunities. This solicitation incorporates by reference FAR 52.219-6, Notice of Small Business Set-Aside. NAICS 481211, Offshore Marine Air Transportation Services and $28,000,000 in annual receipts. Note: Due to a possible lack of resources/interest from small business concerns ($28,000,000 in annual receipts), this requirement is being solicited from both small and large business concerns using the following cascading set-aside award terms. 1) All potential offerors (small and large) may submit proposals for the requirement as specified in this solicitation. However award consideration will be made as follows: a) First Tier Award Terms: In accordance with Federal Acquisition Regulation (FAR) Subpart 19.502-2(b) any award under this solicitation will be made on a competitive basis to eligible small business concerns ($28,000,000 in annual receipts), provided that a minimum of two (2) competitive offers are received from eligible and responsible small business concerns at fair market prices that meet the solicitation terms. To determine fair market prices, the Government will consider the pricing from the eligible offers of the small business concerns only, the Government estimate and the historic pricing for this specific requirement with consideration for inflation of past pricing. In the event that sufficient small business offers are received, award will be made from those small business sources and large business offers will be eliminated from further consideration for award. b) Second Tier Award Terms: If a minimum of two (2) competitive offers from eligible and responsible small business concerns at fair market prices are not received, any award under this solicitation will be made on the basis of full and open unrestricted basis from among all eligible and responsible business concerns (small and/or large) submitting offers. To determine fair market prices, the Government will consider the pricing of all eligible offers (small and large), the Government estimate and the historic pricing for this specific requirement with consideration for inflation of past pricing. This solicitation incorporates by reference FAR 52.219-6, Notice of Small Business Set-Aside. However, because this is a cascading set-aside, to the extent that FAR 52.219-6 states that it limits competition to small businesses, that limitation applies to only the first tier of the award consideration above. The solicitation will be issued on or around July 27, 2012.
