Description
MSIC Base Security SOW and Wage Determination The Virginia Contracting Activity, on behalf of the Defense Intelligence Agency/Missile and Space Intelligence Center (DIA/MSIC), Building 4545, Fowler Road, Redstone Arsenal, AL 35898-5500 has a requirement for Access Control and Security Support as described in attached Statement of Work. The objective of this effort is to provide security personnel 24/7 to man Access Control Points at The Richard C. Shelby Center for Missile and Space Intelligence, Bldg 4545 Fowler Road, Redstone Arsenal, Alabama and related facilities. A Wage Determination applicable to this effort is attached. It is anticipated that the Government will award a Labor-Hour type contract with fixed labor rates resulting from this synopsis solicitation to the responsible Woman Owned Small Business offeror who has the required security clearances described in the attached Statement of Work and has the lowest fair and reasonable price. The contract will have a base period of twelve months plus four twelve-month option periods which the Government may exercise at its discretion. A signed DoD Security Classification Specification (DD254) will be incorporated into the contract. In order to be eligible for award, offerors must propose minimum number of cleared personnel to meet the required number of hours for staff and supervisor. This can be full-time or part-time personnel but clearances must be in compliance with Paragraph 3.a of the Statement of Work (SOW). Personnel names, proposed position (job) identified, and their current clearance must be submitted with the proposal. Social Security Numbers may be required (under separate cover) if their names are not listed in the MSIC/DIA database of current cleared personnel. Additionally, offerors must set forth their plan to cover the stations set forth in the SOW, schedule and shift changes, absentees, and backup/relief. If the proposed personnel do not meet the clearance requirements or the proposal does not provide a plan that adequately addresses all areas of the SOW, the proposal will be deemed unacceptable and no longer considered for award. This requirement is a brand new effort; there are no incumbents. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options. The following provisions and contract clauses apply to this procurement: 52.219-30 Notice of Total Set-Aside for Woman-Owned Small Business Concerns Eligible Under the Woman-Owned Small Business Program (Nov 2011), 52.212-1, Instructions to Offerors - Commercial Items (June 2008); 52.212-3 (Nov 2011), Offeror Representations and Certifications - Commercial Items; 52.212-4 Contract Terms and Conditions - Commercial Items (June 2010); 52.237-2 Protection of Government Buildings, Equipment, and Vegetation (APR 1984); and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Nov 2011). No solicitations shall be issued other than this notice. Proposal submissions are due NLT 1200 hrs, 17 August 2012.
