Attachment 2 Renewable Energy Screening Attachment 1 Facilities and Energy Data TO: All DOE ESPC IDIQ Contract Holders SUBJECT: Notice of Opportunity for Energy Savings Performance Contracting (ESPC) energy project and Request for Contractor Expressions of Interest. John A. Volpe National Transportation Systems Center, 55 Broadway, Cambridge, MA 02142-1093 The US Department of Transportation/Research and Innovative Technology Administration (RITA)/ Volpe National Transportation Systems Center (Volpe Center) hereby proposes an ESPC project at the Volpe Center in Cambridge, MA to increase its overall sustainability through a reduction in energy and water usage, increases in energy efficiency, and adding renewable energy technologies. The purpose of the Volpe Center is to improve the nation's transportation system by serving as a center of excellence for informed decision making, anticipating emerging transportation issues, and advancing technical, operational, and institutional innovations. The Volpe Center is a unique federal agency that is 100 percent funded by sponsor projects, which makes it efficient in its work, agile in its approach, and entrepreneurial in its nature. Located in Cambridge, MA, the Volpe Center is comprised of six buildings with approximately 1100 occupants. The primary functions of the building(s) being considered for this ESPC are; office and general administration, information technology and data center, and a service building. Current IDIQ contract holders are encouraged to submit a written response to this Notice of Opportunity to be considered for this potential project. The proposal should not exceed ten (10) pages including cover letter and should be submitted electronically to the Contracting Officer at linda.byrne@dot.gov no later than 4:00 p.m., Eastern Standard Time, on August 31, 2012. Resumes and Past Performance Evaluations are not included in the referenced ten (10) page limit. Energy Service Companies (ESCOs) may submit questions in writing via e-mail to the Contracting Officer at linda.byrne@dot.gov and must be submitted no later than August 17, 2012 at 4 p.m. Eastern Standard Time. The purpose of this ESPC is to provide the necessary infrastructure upgrades and building improvements to support the mission of the Volpe Center. Additionally, this ESPC is expected to assist DOT/RITA/Volpe Center in meeting the energy, environmental and sustainability requirements of Presidential Executive Order 13514 and Executive Order 13423, such as reducing building energy and water consumption, increasing on-site renewable energy generation, and greenhouse gas emissions. Moreover, upgrades on buildings greater than 5,000 square feet will assist DOT/RITA/Volpe Center in meeting the Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings Memorandum of Understanding (Guiding Principles), of which DOT is a signatory. Volpe Center implores all interested ESCOs to consider the full range of technologies and ECMs as noted in Attachment J-3 of the IDIQ, but the following is a list of some of the projects that the Volpe Center is interested in pursuing under this ESPC. Potential ECMs & Individual Projects include, but are not limited to: 1. Energy management control systems 2. HVAC Infrastructure (Chiller, Cooling Tower, Variable Frequency Drives) 3. "Smart" metering and other "smart" energy information systems 4. Lighting retrofits 5. Renewable energy systems (e.g. solar, wind, geothermal) 6. Energy/utility distribution 7. Water conservation measures 8. Electrical peak shaving / load shifting 9. Commissioning or retro-commissioning of buildings under the Guiding Principles. 10. Data center efficiency The Volpe Center will select up to two or more proposals from interested parties to conduct in-depth discussions regarding their qualifications and experience. Meetings will be held in Cambridge, MA. The down-selection process will be based on review and assessment of the ESCO's qualifications and which response to this notice would provide an ESPC project of best value to the Government. The down select process for this potential project is detailed below in accordance with Clause H.3 of the master contract. Within the ten (10) page limit, interested respondents should provide information on their qualifications to perform an ESPC in the facility as described in this notice. The selection process will be based on the ESCO's written response to this Notice of Opportunity and its qualifications, including (in descending order of importance): • Energy related project history and project references in the ESPC market. List three implemented projects and provide past performance evaluations. Additional projects may be listed (limited to three additional). • Performance of site surveys, investigations and feasibility designs and studies. • Demonstrated skill in meeting project timelines and costs for similar large projects. • Creditworthiness, indirect cost structure and profits on similar projects. • Success with socio-economic subcontracting goals in accordance with the DOE ESPC IDIQ. If no projects have been completed under the DoE ESPC IDIQ, describe success toward these goals in other projects. Ability to perform all Operation and Maintenance (O&M) for the installed equipment over the life of the contract. • Ability to meet Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings. The timeline for this down-selection process is as follows: • Closing date for Expression of Interest: August 31, 2012 • Agency's review process: Actual time may vary. The Volpe Center expects to make the first down-selection by September 28, 2012 and schedule discussions with up to two or more ESCOs within two weeks of down-selection. • Unsuccessful Offer debrief opportunity: Ten Business days • Date for discussions with Successful Offerors: October 10 and 11, 2012 Attachments: (1) Facility and Energy Data (2) Renewable Energy Screening
