- The work to be performed under this contract is selective hazard tree removal in North Cascades National Park Service Complex, Lake Chelan National Recreation Area, Stehekin, Washington. The Contractor shall furnish all needed labor, equipment, supplies, materials, insurance, lodging, and transportation (including barge services) to cut designated trees and move the boles to a designated deck area within the Stehekin Valley. The Contractor will have no entitlement under this contract to the trees cut and removed from the project area. The tree removal project involves three phases, which will occur between January 7, 2013, and May 24, 2013: 1) Selective tree felling of marked trees and severing limbs and tops; 2) Horse or mechanized winter skidding operation to remove boles from the treatment area to temporary landings; and 3) Flush-cutting tree stumps and bucking boles into 16 foot lengths; hauling logs from the temporary landing(s) to the primary deck site using trucks; and constructing firewood decks. PROJECT LOCATION: Stehekin is a remote community located 50 miles from Chelan, Washington, at the north end of Lake Chelan. The Stehekin Valley is isolated; the roads do not connect with any highway system. Stehekin is accessible from Chelan only by boat, barge, or float airplane. The valley can also be accessed by several hiking trails. Within the Stehekin valley, the project area may be reached 5-6 miles from the ferry/barge landing adjacent to a road suitable for hauling heavy equipment. Lodging and meal services are limited in Stehekin and may only be available during the busy tourist season, June to September, and on a limited basis the remaining part of the year. Maps, description, accommodations, and services may be viewed at www.stehekinvalley.com or www.nps.gov/noca/planyourvisit/stehekin.htm SOLICITATION DETAILS: This Request for Quotations (RFQ) has been made available through http://ideasec.nbc.gov and www.fbo.gov to comply with the Small Business Act (15 U.S.C. 637(e)) and the Office of Federal Procurement Policy Act (41 U.S.C. 416), that requires contracting officers to disseminate information on proposed contract actions for proposed contract actions that may exceed $15,000, but are not expected to exceed $25,000 (including base and option items), by displaying in a public place, or by any appropriate electronic means. Due to the limited number of public places for posting at North Cascades National Park, and the remote locations and accessibility of field sites, electronic posting is utilized to comply with the public posting requirement and to promote competition to the maximum extent practical. This is a best value procurement set-aside for small business concerns. The NAICS code for this project is 113310 and the small business size standard is 500 employees. All offerors must establish and/or maintain an active registration at http://www.ccr.gov and complete the online representations and certifications at https://orca.bpn.gov prior to the RFQ closing date. The Government reserves the right to cancel this Request for Quotations.
