- This Small Business Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. The National Institutes of Health (NIH), National Library of Medicine Office of Acquisitions, NIDDK Acquisitions Branch, is conducting a market survey to determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses or HUBZone small businesses capable of providing Brand Name or Equal to the Perkin Elmer Enspire Multimode Plate Reader Label-free System (2300-0000), that includes the following: 1) Enspire Multimode Plate Reader Base Unit, includes: detection technology: absorbance 2) Xenon flash lamp 3) shaker with three modes: linear, orbital and double orbital 4) plate height sensor 5) positive identification for filters and mirrors 6) plate ID Barcode readers: all four sides of the plate 7) Enspire software including data analysis package; integrated computer and 17" Touch Screen 8) Enspire Base Unit 9) Xenon Light Module 10) Absorbance Tech 11) LightGuide Front Tray), 12) Nameplate, Installation and one year warranty (parts, labor and travel). This equipment can provide: 1) more fully characterized information about both cellular and biochemical systems, 2) Pathway-independent analysis, 3) Non-invasive, more physiologically relevant data, 4) the ability to study difficult targets or weak biological interactions. The Pathway-unbiased, label-free technology offers rich information for difficult targets, endogenously expressed receptors and recombinant cell lines in a 384 or 96-well plate format; this is especially suitable for the study of complex signaling behavior of GPCR's such as functional selectivity and allosteric modulation. The "equal" item must meet the characteristics of the brand name item to be acceptable for award. Offerors must provide descriptive literature or other material to demonstrate that their offer meets these requirements. The contract will be awarded to the responsible offeror whose offer fully meets the requirements of the solicitation and provides the best value with price and technical factors, which are equally important in award evaluation. Interested firms with the capability of providing the required items are requested to submit a capability statement to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b) whether or not this procurement will be set-aside for any of the programs described above. The intended procurement will be classified under North American Industrial Classification (NAICS) code 334516 with a business size standard of 500 employees. All respondents are requested to identify their firm's size and type of business. Interested firms responding to this market survey must provide a capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement should include references. Three (3) copies of the capability statement must be received at the address identified in this synopsis on August 6, 2012. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provided feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate response to a solicitation.
