- VALE - NHOTIC HVAC REPLACEMENT This is requirement will be solicited UNRESTRICTED FULL AND OPEN. The Bureau of Land Management requires furnishing labor, equipment, supplies, and materials for Heating, Ventilation and Air Conditioning (HVAC) system replacement, to include demolish existing split system heat pumps, remove existing split heat pump system and replace with new split system heat pumps of matching capacity including indoor supply fans, refrigerant coils, mixing dampers, remote relief dampers, and controls. Two of the existing eight indoor units will remain to be refurbished and retro-fit with new coils. All indoor units include new add-on hydronic heating coils. Also provide ductless split systems for technology closets and a presentation space. The NAICS Code for this type of work is 238220 - Plumbing, Heating, and Air-Conditioner contractors, small business size determination is $14.0 million. The work is located at the National Historic Oregon Trail Interpretive center (NHOTIC). The project is located 5-miles east of Baker City at: 22267 Oregon Highway 86, Baker City, Oregon 97814. The Product Service Code for this requirement is N045 Installation of Plumbing, Heating Services. Please note, there will be a ninety day lead time to order competent parts, and tentative site start work date is March 1, 2013. Performance period is 120 calendar days from the tentative site start work date. The solicitation will result in the award of one (1) Firm Fixed-Price Construction Contract. Award shall be made utilizing the Best Value Continuum Tradeoff process prescribed by Federal Acquisition Regulation (FAR) Part 15.101-1 where non-price/cost evaluation factors, when combined, are significantly more important than price: Non price evaluation factors include Past Performance, and Technical Approach. A pre-proposal conference and site visit will be held at the NHOTIC on August 23, 2012 at 10:00 AM Pacific Time. This solicitation will be posted electronically at www.FedConnect.net. THIS SOLICITATION WILL BE ISSUED ON OR ABOUT AUGUST 10, 2012.
