Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6074, Rockville, MD 20852, UNITED STATES.\ Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Data Modeling Branch (DMB) plans to procure on a sole source basis with Oxford University Press, 198 Madison Avenue, New York, NY 10016 for supplemental publications services regarding a supplement to the Journal of the National Cancer Institute (JNCI) Journal, "Cancer Survival from a Policy and Clinical Perspective: US SEER Program, 1988-2008" This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The National Cancer Institute's Division of Cancer Control and Population Sciences (DCCPS) both generates new knowledge and seeks to ensure that the products of cancer control research are effectively applied in all segments of the population. Central to this mission is the dissemination, development and improvement of cancer progress measures, in particular cancer survival. Methods to estimate cancer survival from population-based cancer registries were developed in the late 1950's to monitor how results of clinical trials, which described dramatic treatment effects (efficacy), were being translated into the population (effectiveness). Since then, the value of population-based cancer survival as a measure of progress (or lack thereof) in cancer control has been recognized, and cancer registries have routinely used cancer survival in their reports. The Surveillance, Epidemiology, and End Results (SEER) Program has been reporting cancer survival since its inception. However, it's most recent monograph, "Cancer Survival Among Adults: US SEER Program, 1988-2001," is outdated and includes data from patients diagnosed at least 12 years ago. To continue monitoring recent advances in cancer treatment and diagnosis, it is important to update cancer survival estimates using the most recently available data, which includes patients diagnosed through 2008. The contractor shall provide all publishing services associated with publishing the content, including typesetting, editing, coordinate peer review and any necessary corrections and revisions to the supplement. The contractor shall provide copies of peer review forms for all manuscripts, edited page proofs and copies of the final published Supplement issue. The usefulness of the data collected through the SEER registries hinges on NCI's ability to communicate effectively the information to a variety of potential users. The Journal of the National Cancer Institute (JNCI), is the most appropriate journal for this publication because it is the only journal that 1) reaches our intended audience of cancer researchers, including statisticians, epidemiologists, health services researchers, health policy-makers, and clinicians; and 2) regularly publishes supplements of the sort we have proposed. No other cancer research-journal provides a comparable publication. The JNCI is one of the most prestigious and widely read international publications devoted to a wide range of cancer research. The JNCI Monograph specifically publishes manuscripts from key conferences dealing with cancer and closely related research fields, or a related group of papers on specific subjects of importance to cancer research are considered for publication, with the understanding that they have not been published previously and are submitted exclusively to the Journal of the National Cancer Institute Monographs. Additionally, JNCI is indexed and abstracted by more than 50 databases including Medline, PubMed, and Science Citation Index, ensuring that the papers included in the supplement will have a wide international audience. The proposed contractor, The Oxford University Press, is currently the exclusive publisher for the JNCI Cancer Spectrum which encompasses the journals affiliated with The National Cancer Institute (i.e., The Journal of the National Cancer Institute and The Journal of the National Cancer Institute Monographs). This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 13, 2012. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
