Description
The U.S. Department of Agriculture (USDA), Agriculture Research Service (ARS) on behalf of the National Agricultural Library (NAL), intends to award a sole source contract to Thomson Reuters to provide electronic access via the internet for all USDA users to the Biosis Previews database. The National Agricultural Library is mandated (7 U.S.C. 3101) to serve as the primary agricultural information resource of the United States. One of its functions in that role is the acquisition of information in all aspects of agriculture and allied sciences. In support of this function, the NAL acquires journal publications in electronic format from publishers and makes the journals accessible to USDA employees and library patrons via the internet. In keeping with its charge to collect agricultural and related information, it seeks to maintain a collection of publications in various formats from a variety of publishers and sources. BIOSIS Previews contains the references to journal literature from Biological Abstracts (R), the references to meetings, reports, review articles, books and monographs from Biological Abstracts/RRM (R), as well as some unique references. BIOSIS Previews is updated monthly with approximately 545,000 records per year. Information in this product reflects BIOSIS Relational Indexing (SM) format. Relational Indexing was designed to make searching easier and the retrieval of records more accurate by providing additional subject fields, new information, and a natural language vocabulary. Relational Indexing is available in all files from 1993 to present. Biosis Previews is used in conjunction with the Biosis Archives. The Biosis Archives are a retrospective database of Biosis records for the years 1926-1968 that NAL purchased in FY07. This was a one-time purchase. The Biosis Archives are delivered to USDA researchers through the same platform as is used for the current files that exist in Biosis Previews, giving USDA researchers seamless access to all Biosis records from 1926 to the present. The contents of the database are unique and not available from any other distributor or publisher. Thomson Reuters holds the copyright to the contents. No other source, such as electronic resource providers (aggregators), may deliver the contents without a direct license from the publisher, and the publisher has not licensed this database to other providers. Having perpetual data rights granted by Thomson Reuters will give USDA users access in perpetuity to the Biosis Previews database content for which NAL purchases access. If NAL does not request the perpetual data rights to subscribed material, its access to the material it has purchased will end when the term of the subscription ends. Maintaining electronic copies by obtaining the perpetual data rights from publishers fulfils NAL's mandate to preserve our nation's agricultural literature. Additionally, the rationale for acquiring perpetual data rights to the subscribed content is that NAL plans to load the data locally at the library, in order to give researchers seamless access to the content through a single search platform. To accomplish this goal, the library would request the subscribed content in XML (or some similar format) from the publisher and load it on NAL's servers. This transaction would occur on an ongoing basis, as new content was published. The NAICS Code for this requirement is 519120 Libraries and Archives Authority for this sole source procurement is under 10 U.S.C.2403 (c) (1) as implemented in FAR 6.302-1, one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive quotations. No solicitation document is available and telephone requests will not be honored. Any firm that believes it can provide the services listed above may submit substantiating documentation in writing to the identified point of contact. The successful company must be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Interested parties may identify their interest and capability to respond to this requirement no later than August 6, 2012.
