Description
Subj:STATEMENT OF WORK: MODERNIZATION OF EXPLOSIVE ORDNANCE DISPOSAL EMERGENCY RESPONSE VEHICLE 1.DESCRIPTION OF SERVICES a.Objective i.Modernize the Explosive Ordnance Disposal Emergency Response Vehicle to add an onboard electric generator and to increase storage capacity and flexibility. ii.Install diesel generator (7kW minimum) on roof and plumb to main fuel supply. Install automatic internal power distribution. Replace cabinets on left side with all-metal cabinets with user-configurable internal dividers. b.Scope i.TIMELINE. Work must be completed in no more than 5 business days. Work must be complete and vehicle returned to Naval Submarine Base Kings Bay, GA no later than 30 AUG 2012. ii.DELIVERY. Vehicle is currently located at Naval Submarine Base Kings Bay, GA. We will drive up to 3 hours to deliver the vehicle. We will drive the vehicle up to 3 hours back to our location. iii.ON SITE WORK. Completing the work at our location is acceptable, but contractor is responsible for obtaining access to the base and must provide all equipment, tools and supplies required. iv.VEHICLE. Vehicle is a 2002 International model 4400 SBA 4x2 with body by Emergency One Inc. v.QUALITY OF WORK. Wiring must be appropriately routed and secured throughout. All components exterior to the vehicle must be weather proof. All components must be sufficiently rugged to withstand daily use and expected 10 year life cycle. vi.MAINTENANCE. Routine preventative maintenance must be performed by end user without specialized training. c.Requirements i.GENERATOR. Generator currently mounted on bumper (see Figure 1) will be removed. Replace with new diesel generator (7kW minimum) on roof in Night Scan well. Remove Night Scan mast. Repair any modifications previously done to bumper and ladder. Reinforce roof structure as required. Minimize sound and vibrations in the cab. Plumb generator to main fuel tank with boost pump as required. Mount remote start in cab near circuit breaker panel. Consider impact to weight and balance of truck. ii.POWER DISTRIBUTION. Ensure all installed electrical equipment can be powered by either shore power adapter (beneath driver door), installed generator, or PTO. Install automatic power transfer to switch to the generator (when engaged), PTO or shore power. Current power switching between PTO and shore power is intermittently inoperable. Repair shore power receptacle beneath driver door. iii.INTERIOR CABINETS. Replace cabinets on left side (see Figure 2) with all metal cabinets. Relocate fire extinguisher and fire blankets near door and utilize all space for cabinets. Captain's Chair will be removed. VIDMAR style cabinets (http://www.stanleyvidmar.com/cabinets) are preferred but equivalent is acceptable. See Figure 3 for dimensions. Drawer sizes listed are minimum interior (useable) depth. Install countertop to match interior of truck. Color cabinets to closely match existing cabinets. Each drawer must have a lock-in/lock-out latch. All cabinets must be lockable and use a common key. All drawers must have user-configurable internal dividers similar to VIDMAR partition and divider 'Loading Diagram' setup. See Figure 3 for divider setup. Consider impact to weight and balance of truck. 2.DELIVERABLES a.DESIGN. This vehicle is used for Explosive Ordnance Disposal emergency operations. The final design must be compatible with this mission. Questions regarding compatibility may be directed to LT Bruce Batteson, Officer in Charge, EOD Detachment Kings Bay (bruce.batteson@navy.mil). b.FINAL PRODUCT. Work must be complete and vehicle returned to NSB Kings Bay by 30 June 2012. Final product is subject to functional check by end user and determination of suitability for mission. Consistent communication with EOD Detachment Kings Bay is vital throughout the design and production phases.
