Description
Stability Operations Course(s) Develop and deliver course sessions or assist in the development and delivery of sessions covering the course goals of "Foundations in Civilian Security" and "Mass Atrocity Prevention and Response Operations" Course(s). The United States Department of State intends to award multiple Blanket Purchase Agreements to teach multiple sessions of the course annually. This requirement is Set-Aside for 100% Small Businesses. PLEASE REVIEW THE ATTACHED PDF DOCUMENT INCLUDING: SECTION C, STATEMENT OF WORK; SECTION L, INSTRUCTIONS; SECTION M, EVALUATION CRITERIA The focus of the courses or modules should be on practical applications of the various components of civilian security, including case studies and use of available tools and resources to promote civilian security and prevent mass atrocities, with a significant focus on assisting U.S. country teams in developing and implementing policy and program responses to instability and conflict. The instructor is expected to provoke participant analysis of the concepts, skills and tools related to the United States Government (USG) approach to conflict prevention and response, e.g. interagency collaboration, development and use of best practices, civilian-military partnerships and multilateral partnerships.
