Description
PRE-PROPOSAL CONFERENCE AND SITE VISIT INFORMATION A pre-proposal conference is scheduled for the purpose of answering questions regarding the 21st Cavalry Brigade solicitation. The following schedule is provided: (1) Conference date and location: Tuesday, 28 August 2012. The briefing will begin at 8:30 a.m. in the conference room at the Shilo Inn Suites Hotel located in Killeen, Texas. Following a short break for lunch (lunch not provided), transportation via commercial bus will be provided from the Shilo Inn to the 21st Cavalry Brigade work site for a walking tour of the facilities. Upon completion of the site visit, attendees will board the commercial bus for transportation back to the Shilo Inn. All attendees are required to travel together to the 21st Cavalry Brigade Work site and back to the Shilo Inn. (2) In order to register for the pre-proposal conference and site visit, submit the names of all attendees to Jody Criss via e-mail at jody.ryan.criss@us.army.mil no later than 17 August 2012. Please limit attendees to three per company. (3) Nothing that is said at the pre-proposal conference or the concurrent site visit will qualify or modify the terms of the solicitation unless it is formally amended in writing per FAR 15.206 This competitive procurement is being set aside for Small Business. The Army Contracting Command-Redstone Arsenal intends to accept proposals for aviation field maintenance, ground vehicle maintenance, ground support equipment maintenance, logistical services support, and training services in support of the 21st Cavalry Brigade (Air Combat) training mission at Main, West, and North Fort Hood, Texas. The contract will require the maintenance of rotary wing aircraft and ground support equipment to include wheeled and tracked vehicles for the execution of unit fielding, training and certification, and unit training and deployment. In addition, the following accompanying logistical functions will be necessary to accomplish or support maintenance: management of the supply function to include material forecasting and secondary material item procurement, electronics testing, aviation ground support repair and operation, various component repair, recovery of downed aircraft, fueling and refueling services, ammunition hauling and loading, Combat Aviation Training Team (CATT), and information technology services in support of aircraft maintenance and logistics functions. It is anticipated that the AFM 21st Cavalry Brigade contract will consist of a base year and four one-year options. The base and four one-year options contract will bind the successful contractor to labor rates and other factors for pricing individual options and any modifications to the contract. The selected contractor must have the capability to provide responsive, timely and cost efficient maintenance and logistics type services to support the 21st Cavalry Brigade's training mission. Performance of the proposed contract is critical to the Army mission to receive, equip, train, evaluate, and deploy all of the Army's attack helicopter battalions to include the Army National Guard (ARNG), United States Army Reserve (USAR), and US Allies receiving PEO managed aircraft. The anticipated contract will include DFARS 252.228-7001 Ground and Flight Risk clause. The awarded contract will support all PEO Aviation platforms and the accompanying ground support equipment as required located at Fort Hood, TX. The applicable NAICS code for this effort is 488190 - Other Support Activities for Air Transportation. The small business size standard has recently been increased to $30M in average annual receipts. A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs.
