Description
A market survey is being conducted by the Vicksburg District, Corps of Engineers. The purpose of this survey is to determine the availability, capability and interest of all dredging contractors in the market. The work consists of the lease of one (1) cutterhead, hydraulic pipeline dredge (not less than 22-inch diameter), fully operated with attendant plant and personnel, with a draft not to exceed 9 feet, for construction and maintenance dredging primarily in the Mississippi River Harbors within the Vicksburg District. The first location of work under this Contract is expected to be at the confluence of the Yazoo River and Vicksburg Harbor. The Vicksburg District anticipates the dredge to be on site at the first work location mentioned above no later than September 1, 2012. It is possible that dredging at other locations in the Vicksburg District, other Districts within the Mississippi Valley Division, or Districts adjacent to the Vicksburg District will become necessary. The Government will direct the order of work. The Contractor should take notice that, if dredging is needed at other locations in the Vicksburg District, other Districts within the Mississippi Valley Division, or Districts adjacent to the Vicksburg District, such work shall be performed under this Contract and its terms and conditions. The estimated value of this work is between $1,000,000 and $5,000,000. The small business size standard is $20 million and the NAICS code 237990. Firms responding to this announcement are requested to demonstrate in writing their capability of performing this project by addressing the following items, numbered one (1) through eight (8). (1) Provide the Firm's name, address, and the size of the firm and its business size. (i.e. Large business, small business, and/or other small business socio-economic category) (2) Provide three examples of similar projects that have been performed within the past three years. Each project should have a detailed project description and include the amount of the project, and the beginning and end dates of the project. These projects should be relevant in terms of size, scope, and complexity. (3) For the three relevant example projects requested in item (2), indicate whether you were the prime or a subcontractor. If you were the prime, indicated what percentage of the work you performed. If you were a subcontractor, identify your role in the contract and why that role is relevant. (4) Provide a list of the firm's current on-going projects, their bonding amount, their expected completion date the name, point of contact, and phone number of the prime contractor's bonding company. (5) Provide evidence of current bonding capability. (6) The name of the dredge that the firm has available for this procurement. (7) State when the named dredge would be available for work in the Vicksburg District. (8) The location of the named dredge and the number of days required to mobilize to the first work location after award. Responses are required no later than 12:00 pm central standard time, 30 July 2012. Responses should be emailed to Janalyn Dement, Contract Specialist, for the U.S. Army Corps of Engineers, Vicksburg District. Email responses to: janalyn.h.dement@usace.army.mil. Firms interested shall provide the above documentation in one combined document. Responses shall be limited to 10 pages. The Government will not pay for any material provided in response to this market survey nor return the data provided. Please note that this is NOT a request to be placed on a solicitation mailing list nor is it an Invitation for Bids (IFB) or an announcement of a solicitation. The purpose of this market survey is to determine the current market availability of dredge contractors.
