- Specifications and Key Performance Parameters for the Doped Fiber Optic Amplifier System. This is a SOURCES SOUGHT SYNOPSIS announcement. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The purpose of this synopsis is to conduct market research and determine available sources to design and build five Integrated Stand-Alone Kilo-Watt Class Ytterbium Doped Fiber Optic Amplifier systems in accordance with the attached specification sheet. All five units should be delivered within a timeframe of 3-6 months after order. In accordance with the attached document, businesses having the capability to perform this work are invited to submit a Statement of Capability (SOC). The SOC shall not exceed 10 pages in length and shall contain the following information: (1) Demonstration of the firm's capability to meet the Government's stated requirements (this may include product literature). Include a description of your firm's recent relevant business experience and approach in meeting the stated requirements. (2) Company name, cage code, point of contact, address and confirmation of the firm's size standard. Please note, the following applies: NAICS Code 333314, Optical Instrument and Lens Factoring, Size Standard 500 employees. (3) Firms shall indicate whether or not they are a small business, a small disadvantaged business, 8(a), hub-zone certified, woman-owned, veteran-owned, service disabled veteran-owned or Historically Black College or University in order for the Government to determine whether the acquisition should be set aside for small business. The Government intends to utilize the data collected from this announcement to finalize the acquisition strategy for the Doped Fiber Optic Amplifier systems and determine if full and open competition procedures shall be used. The Government reserves the right to set-aside any subsequent acquisition based upon known sources and/or responses to this synopsis. SOC's shall be sent electronically to joe.castillo@kirtland.af.mil no later than 10 Aug 12 at 3:00 pm Mountain Time. This announcement is published for informational purposes only. It does not constitute a Request for Proposal and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Any costs incurred as a result of this announcement shall be borne by the offeror and will not be charged to the Government for reimbursement.
