Description
NASA/GSFC has a requirement for Balloon Pointing System Motors for the Wallops Arc Second Pointer (WASP) Project currently under development at NASA Wallops Flight Facility (WFF), Wallops Island, VA. NASA/GSFC intends to purchase the items from the Kollmorgen Corporation. The Balloon Pointing System Motors must be functionally identical to the Kollmorgen hardware currently being used at WFF for the WASP Project. Extensive control system software has been developed and written for the flight hardware currently in use. The flight software has been peer reviewed, and is currently operational on the WASP prototype system. This software includes utilization of hardware-specific control system characteristics that are unique to the hardware being used.Use of any other motors would result in the need to re-write the flight software to accommodate the new hardware, and would change the overall performance of the pointing system. Additionally, the Balloon Pointing System Motors must have the same electrical and thermal characteristics as the hardware currently being used at WFF for the WASP Project. The thermal and electrical power designs have been completed using the characteristics of the existing Kollmorgen hardware. Kollmorgen is the only available source for the hardware required as described above. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing via email (Finale.M.Uptegrow@nasa.gov) to the identified point of contact not later than 4:30 p.m. eastern standard time on August 10, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
