- Statement of Work This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-12130, a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-60, dated July 26, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 541380, which has a size standard of 14 in millions of dollars. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure research services from the International Tuberculosis Research Center for the Natural History of Tuberculosis in Korea Clinical Study, South Korea under protocol AI-001081-02 - Conduct of the Biomarkers for the Response to Therapy within the Natural History of Tuberculosis in Korea. The services being provided from the International Tuberculosis Research Center, Masan, Republic of Korea; 1) subject enrollment and associated clinical services, 2) bacteriological services (microbial growth and quantitation in several media), 3) radiological services, 4) specimen collection and distribution, 5) molecular and analysis of TB isolates, and 6) other related services as necessary. See attached statement of work. The following factors shall be used to evaluate offers: 1) capability to meet required specifications, 2) price and 3) delivery. Period of performance shall be one (1) year from date of award. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Origin. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation - Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003); and FAR 6.302-4 International Agreement. A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the Offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
