Description The National Cancer Institute (NCI) plans to procure on a sole source basis with Kaiser Foundation Health Plan, Inc, 3900 N. Interstate, Portland, OR 97227 for a study of contralateral breast cancer-patholgy component. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 541380 and the business size standard is $12M. Period of performance is for twelve months from time of award. It has been determined that there is no opportunity to acquire green products or services under this contract. NCI is currently conducting a study to evaluate risk of contralateral breast cancer. Few studies have compared molecular characteristics of primary and contralateral tumors and examined the role of this relationship in the context of treatment effects or long-term survivorship. Conducting this research is difficult, requiring a large stable patient population with long-term follow-up and retention of archival material. NCI's ongoing study of contralateral breast cancer patients at Kaiser Permanente North West is a unique resource, and collecting breast tissues for molecular studies would leverage the utility of existing data and specimens. The objectives for this study is to assemble existing hematoxylin and eosin-stained pathology slides for approximately 201 women who were diagnosed with cancer in both breasts for pathological review by NCI personnel at KPNW, and to retrieve, pack, and ship to NCI selected slides and matched formalin-fixed paraffin-embedded tissue blocks for these cases. Materials related to primary and contralateral breast tumors will be collected for each patient. This tissue will be analyzed by NCI. Data will be used to compare molecular characteristics between first and second contralateral breast cancers and to determine the association between adjuvant treatment and contralateral breast tumor features. The requested work can only be completed at the requested institution because it relates to an ongoing study of contralateral breast cancer, which is part of the NCI study "Breast and colorectal cancer trends as a function of menopausal hormone therapy and cancer screening among female members of two large health plans in the U.S." To conduct the proposed analyses of molecular characteristics in primary and contralateral breast tumors requires the retrieval of archival tissue specimens from the patients in this ongoing study. All patients in the study cohort were treated at KPNW and their archival tissue specimens are stored and maintained by KPNW. Therefore, KPNW is the only source for pathology materials related to this project. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 10, 2011. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
