- This is a pre-solicitation notice for Dept. of VA, Eastern Colorado Healthcare System, Denver, Colorado to obtain the services of a temporary female chaplain. This is a Total Small Business Set-Aside. The services performed must also, meet the qualifications in accordance with (IAW) all applicable Department of Veteran Affairs (DoVA) regulations and policies. The contract start date is anticipated to be 14 August 2012. Payment will be made for services performed via monthly invoices. Partial payments are not authorized. North American Industrial Classification System Code 813110 and size standard of $7.0M. The entire solicitation will be made available only on the Federal Business Opportunities website http://www.fbo.gov on approximately 30 July 2012. No paper copies will be issued. Award will be made based on Lowest Price Technically Acceptable. The contractor's proposal shall include a price section and a technical section. The price section shall include the hourly rate for providing services in accordance with the statement of work, which will be attached to the RFQ and be completed via the spreadsheet included in the RFQ. Each CLIN in the pricing proposal must be priced. The Government reserves the right to award without discussions. If the Government decides to award with discussions, you will be notified as soon as possible, and asked to provide additional information. To be eligible for contract award, offerors must be registered in the Central Contractor Registration (CCR). Register via the CCR website at http://www.ccr.gov/ or by contacting CCR Customer Service Contact Information at 1-888-227-2423 and all offerors must submit their representations and certifications at the Online Representations and Certifications Applications (ORCA) website at http://orca.bpn.gov. All responsible Service-Disabled Veteran-Owned Small Businesses may submit a proposal to be considered. Additionally, the Government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice.
