Description
VA69D-12-Q-1142; Combined Synopsis/Solicitation for NFPA Code Training Milwaukee, WI Jason Rathsack, Contract Specialist, NCO 12 GLAC 07/27/2012 (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number and a statement that the solicitation is issued as an invitation to bid (IFB), request for quotation (RFQ) or request for proposal (RFP). This solicitation is issued as a request for quotation (rfq) in accordance with FAR Part 13. Please identify RFQ number VA69D-12-Q-1142 on your quote and any supporting documentation. (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-57. (iv) A notice regarding any set-aside and the associated NAICS code and small business size standard. This RFQ is being issued unrestricted. The applicable NAICS Code is 541690 with a size standard of $14.0 Million. (v) A list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable). Please see solicitation document for contract line items and numbers. Below is a snapshot: "0001: Fixed Price to train 25 people on NFPA 99 "0002: Cost per additional attendee for NFPA 99 "0003: Fixed Price to train 25 people on NFPA 72 "0004: Cost per additional attendee for NFPA 72. (vi) Description of requirements for the items to be acquired. "The US Department of Veteran Affairs Network Contracting Officer 12, Great Lakes Acquisition Center, 115 South 84th Street, Milwaukee WI has a requirement to provide all labor, equipment, materials, transportation, supervision, quality control, and management necessary to conduct on-site training of the National Fire Protection Association (NFPA) Codes; specifically, the Health Care Facilities Code including 2012 edition updates (herein NFPA 99) and National Fire Alarm Code including 2010 edition updates (herein NFPA 72). There will be a total of two trainings separated by approximately 30 days; one (3) day training on NFPA 99 and one (2) day training on NFPA 72. Please see solicitation document for more details. (vii) Date(s) and place(s) of delivery and acceptance and FOB point. "Dates: (NFPA 99: 9/10 - 9/25/2012) (NFPA 72: approximately 30 days after NFPA 99) "Location: 115 South 84th Street, Milwaukee, WI 53214 (viii) 52.212-1, Instructions to Offerors - Commercial applies to this acquisition. Please see solicitation document for addenda. (ix) 52.212-2, Evaluation -- Commercial Items is applicable. The following criteria are applicable: Evaluation Factor 1: Technical Narrative a. Contractor shall submit a 2 page, 1 sided, minimum 10pt font narrative description of how they propose to accomplish all tasks and materials called for in the solicitation. The Government will be evaluating the contractor's understanding of the requirements, efficiencies, approach to communications and customer service, technical capabilities, understanding of the material requirements, and any additional value provided. b. Contractor shall submit a summary of the material to be provided including layout, material, content, and approximate length. Evaluation Factor 2: Past Performance a. Contractor shall submit description, # of attendees, dates, and location of 3 trainings conducted within the last three years that are similar in size and scope to this solicitation. Contractor will be evaluated on the performance and relevance of the projects submitted. b. Contractor is required to submit two references that can speak to the contractor's ability to perform. Contractor shall submit contact information including: Name, Title, Employer, Employer Address, Phone, Email The Government intends to contact these individuals and evaluate the responses to questions that speak to the contractor's capabilities, customer service, quality, and overall value provided. Evaluation Factor 3: Price Contractor shall submit a signed 1449 and fully filled out SUPPLIES OR SERVICES PRICES/COSTS sheet including all unit and total prices. If a discrepancy is found between the unit and total, the unit price shall be utilized. Contractor's proposed price will be evaluated for reasonableness, realism, and completeness of the offeror's quote. Technical and past performance, when combined, are significantly more important when compared to price. (x) 52.212-3, Offeror Representations and Certifications -- Commercial Items is applicable and shall be submitted in accordance with the FAR clause. (xi) 52.212-4, Contract Terms and Conditions -- Commercial Items is applicable. Please see solicitation for addenda. (xii) 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items is applicable. Please see solicitation for additional clauses. (xiii) Please see solicitation for additional requirements, terms, and conditions. (xiv) The Defense Priorities and Allocations System (DPAS) is not applicable to this procurement. (xv) Offers are due Tuesday, August 7, 2012 at 3:00 PM Central. Please see attached solicitation for submittal requirements and instructions.
