Description
THE CONTRACT WILL START OCTOBER 01, 2012. The National Cemetery Administration is soliciting offers under Solicitation No. VA-786-12-R-0154 for the following service: The contractor shall be required to supply the following: B1 - Flat Bronze Marker (12" x 24") B6 - flat bronze marker, Medal of Honor (12" X 24") T1 - Old Style Bronze Marker (12" X 24") T6 - Old Style Bronze Marker, Medal of Honor (12" X 24") All potential offerors will submit at their expense one (1) inscribed flat bronze marker sample (12" X 24") by the closing date of the solicitation. The samples will be used to determine the potential awardees' ability to manufacture and deliver government flat bronze markers. The sample shall conform to government specifications for: chemical composition of bronze, color, field texture, pigmented finish, protective coating and lettering. The sample shall be clearly marked on the back with permanent marker to show the following: Contractor Name, Solicitation Number and e-mail address. The sample(s) shall be received by Memorial Programs Service (MPS) prior to the closing date of the solicitation. No sample will be accepted after the closing date. The following inscription will be used for this sample" KENNETH Q O'DONNELL Jr SN (SW) US NAVY WORLD WAR II KOREA FEB 29 1938 OCT 4 2008 09 (actual emblem will be inscribed on sample - refer to drawings A-LNC&E-1 through 3 for details SILVER STAR PURPLE HEART BELOVED HUSBAND & FATHER Material: The chemical composition of the bronze must conform to the art bronze industry practice for commercial bronze memorials. Appearance and performance should not vary from the submitted samples. The sample shall be manufactured in the same facilities to be used in the manufacture of production items. If more than one production facility is to be used, one sample from each additional facility shall be provided. The sample shall be the basis for comparison of all markers produced under this contract. Failure to meet any of the requirements will result in the rejection of the sample. It is recommended the sample be received by Memorial Programs Service (MPS) 10 days prior to the solicitation closing date. If the sample is disapproved by Memorial Programs Service, you will receive notification by the Contracting Officer and you have until the closing date of the solicitation to resubmit a replacement sample. The contractor shall be responsible for all work at the cemetery. This procurement is to supply flat bronze markers for a nationwide contract. Evaluation criteria for this award will be in the following order: 1) Technical, 2) Past Performance and 3) Price. This acquisition is 100% unrestricted. The NAICS Code is 327991. Size standard is 500 employees. Electronic solicitations will be available for download from http://www.fbo.gov on or about July 31, 2012. Responses to the solicitation are due on or about 2:00 P.M. on August 20, 2012. Any amendments to the solicitation will also be available at www.fbo.gov. Offerors are advised they are responsible for obtaining any amendments. ****NOTE - All potential offerors who have submitted and received approval notification for a sample of same type within the last 12 months may submit a copy of that approved review with the bid to avoid submitting another sample.***** ****NOTE - All Service Disabled Veteran Owned Small Businesses shall be listed in VetBiz and been verified at time of contract award. **** ****NOTE - The contract will start on October 01, 2012 thru September 30, 2013 with three (3) option years if exercised. ****
