- The purpose of this modification notice is to provide instructions on submitting Classified Bidders questions. Potential Offerors may submit classified written questions by sending the completed Bidders Question Submittal Form attached to this synopsis to the PCO care of Steve Showalter. Potential Offerors shall mark each package as follows: Marked: Bidders Question N00024-12-R-5319 Naval Sea Systems Command 1333 Isaac Hull Ave SE Washington Navy Yard, DC 20376 Attn: Cristina Covalt SEA02534 Procuring Contracting Officer C/O Steve Showalter PEO IWS 2E DO NOT OPEN IN MAIL ROOM CONTACT: Steve Showalter Questions concerning classified attachments shall be submitted in accordance with (IAW) the DD Form 254 and the DoD 5220.22M NISPOM. In the event that Potential Offerors prefer to hand carry classified questions the Potential Offeror shall call the contracting officer at least 48 hours prior to arriving at the Washington Navy Yard to make arrangements. Offerors with proper credentials (CAC or NAVSEA badge) can enter the WNY via the Isaac Hull off M Street SE. other offerors must go to the O Street Gate to obtain a pass from the WNY Pass Office. If driving a vehicle the vehicle must have a valid DOD sticker or the offeror must go to the O Street Gate and obtain a vehicle pass from the WNY Pass Office. Vehicles entering NDW are subject to random searches. Packages should not be sealed as they are subject to inspection. Classified material shall be prepared in accordance with current security requirements. No comments, question or inquires shall be made of a Government person other than the points of contact listed above, except as allowed for in the pre-solicitation notice of 17 July 2012 concerning the Draft RFP Classified Material Request Form. Potential Offerors shall submit a separate Bidders Question Submittal Form per question. Potential Offerors may submit multiple Bidders Question Submittal Forms per delivery. Should there be a classified comment or classified question submitted that the potential Offeror believes addresses a subject that is specific to its company (and/or addresses anything that is believed to be proprietary in nature), then the inquiry shall be marked accordingly. If the Government concurs with this identification, the Government will respond only to that potential Offeror. If the Government does not concur with that identification, it shall inform the submitter and not provide any further response. All other publication of classified questions and answers in response to this synopsis will be mailed to potential Offerors who have completed the Draft RFP Classified Material Request Form and signed the certification in accordance with the pre-solicitation notice of 17 July 2012. Publication of questions and answers will be for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government does not commit to provide a response to any classified comment or classified question. Any subsequent revision to the draft portions of the solicitation based on classified comments or classified questions received remains solely at the Governments discretion. The Government will be accepting questions and comments through 3 August 2012. No information contained in the answers to bidders question shall supersede any information contained in the final solicitation, if and when it is issued. This pre-solicitation notice is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command.
