- SUBJECT: Request for Information (RFI) and Sources Sought, Soldier Protective System (SPS) - Vital Torso Protection Background: The Government is issuing this Request for information (RFI) to collect information for the development and production of torso and side ballistic hard armor protection that will be part of the Soldier Protection System (SPS). Additionally, this RFI is intended to gather industry feedback on the draft Hard Armor Protective Inserts (HAPI). The SPS will replace the current Modular Body Armor (MBA) System. The SPS will provide the Soldier multiple levels of ballistic protection that can be tailored to select mission profiles and protection against specific threats from conventional fragmenting munitions, small arms ammunition, and blunt impact. Soldiers equipped with the SPS will be able to accomplish a broad range of missions. The versatility of the system will enable the Soldier to quickly transition from one mission type to another without degrading the momentum of small unit operations. The SPS will protect Soldiers involved in major combat operations, stability operations, homeland security operations, joint operating concepts, and the joint force functional concept. Description: The torso, side, and groin protection must provide the same or better ballistic protection at a lighter weight than the current baseline suite of hard armor ballistic plates. Blunt trauma injury associated with Backface Deformation (BFD) measurements and test standards will be in accordance with the current approved DOT&E test protocol as outlined in the draft HAPI PD. The target weight reduction is 10% (Threshold) or 15% (Objective) less than current fielded ESAPI and XSAPI front, back and side plates. The technical requirements are provided in the attached draft PD. The acquisition organization responsible for this effort is Product Manager (PM) Soldier Protective Equipment (SPE), Ft. Belvoir, VA. Submission Information: All interested vendors shall, respond to the RFI by submitting the below information by 13 August 2012: 1. Detailed description, in the form of a technical white paper, of their proposed torso, side, and/or groin protection design(s) intended to meet the PD requirements; address specific size, weight, shape, performance, and durability requirements, as stated in the PD; and production capability. Proprietary information should be clearly marked and will not be disclosed outside the U.S. Government. 2. Rough order of magnitude (ROM) unit price 3. Provide feedback and questions concerning the draft PD. 4. Business name, address, business size and point of contact information (name, email and phone number). 5. This information should be provided to the contracting office at US Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Division F, ATTN: George Hubbard, Contract Specialist, Team Quick, by email at george.b.hubbard5.civ@mail.mil. The Government does not guarantee that this RFI will result in a Request for Proposal (RFP) or contract award, and will not provide reimbursement for any costs incurred by vendors who respond to the RFI. Interested vendors will be advised if and when the Government decides to pursue a formal RFP or solicitation.
