- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisitions intends to negotiate on a sole source basis with Agilent Technologies, Inc, Instrument Sales, 2850 Centerville Road, Wilmington, Delaware 19808 for an upgrade to the 400 MR DD2. It provides a 400-MR DD2 replacement console, 21-channel shim tube, and the sample delivery system to upgrade the console on a 400MHz narrow-bore Oxford magnet. The NIDA currently has a 400 MHz NMR which was purchased in 2002. The computer hardware and software was upgraded in 2009. Delivery is 90 days after receipt of order to Baltimore, Maryland. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing synopsis number NOI2628117 may be submitted to the NIDA, Station Support/Simplified Acquisition Branch, 31 Center Drive, Bldg 31, Room 1B59, Bethesda, MD 20892-2080, and Attention: Susan A. Nsangou, Contracting Officer.
