- Description
- This is a Pre-Solicitation Notice for SOLICITATION NO. GS-11P-12-YA-C-0055. The General Services Administration (GSA), Public Buildings Services (PBS), National Capital Region (NCR), Office of Leasing, anticipates awarding a firm-fixed-price single award contract for professional program management services in support of the Lease Executions Division in the acquisition of leasehold interests and related real estate services for GSA's federal tenants. This is a 100% 8(a) competitive set-aside. This acquisition is being offered for competition limited to eligible 8(a) concerns. All responsible sources may submit a proposal which, will be considered by the agency. The Lease Executions Division of the National Capital Region (NCR) requires program management support contractor "Contractor" to help fulfill our mission and agency goals by providing qualified program support personnel. The contractor employees provided under the contract will work side-by-side with federal employees; however contractor roles will be non-inherently governmental in nature. "Inherently governmental" shall be defined in FAR Subpart 7.5. Contractor shall collaborate with the Government to assure that Contractor employees do not perform inherently governmental roles The contract employees will assist the leasing Contracting Officer in reviewing and monitoring the accuracy of all assigned real estate activities and documentation, and will ensure compliance with all applicable and governing federal and agency regulations and policies. The contractor will provide lease file preparation, composition of client Occupancy Agreements (OA), leasing of real property, logistical support, and federal space inventory database input/support. In the performance of the requirements of this contract, the Contractor shall work in concert with other parties on the Project Delivery Team. The Project Delivery Team will include other contractors, GSA personnel, customer agency representatives, and other stakeholders. GSA will develop, periodically update, and maintain throughout the course of the contract a listing of the Project Delivery Team membership and respective roles and responsibilities. This will be a performance-based solicitation. The Contractor will be required to provide all management, supervision and manpower to provide services as specified in the contract. The Contractor shall determine the resource allocations and performance methods. NOTE: GSA anticipates issuing the Request for Proposal (RFP) for Commercial Items on or about 31 July 2012.
