Description
The purpose of this amendment is to post the questions and answers to the solicitation. Offers must acknowledge this amendment when submitting there proposals. All other terms and conditions remain unchanged. Questions and Response to Combined Synopsis Solicitation # P12PS26322-Facilitation Services for the LECL and TCU ***Note Q = Question ask by vendor A = Response/answer to vendor Q: Instructions for this submission identify page limitations or inclusion of examples, etcfor each Factor. Traditional SF 330 forms, Section H, etc.. are not referenced. Are SF330 forms, etc required for this submission? If not, why in the case of this solicitation? A: SF-330 is for Architecture and Engineering Service s(A&E), the is not is not a combines synopses solicitation for A&E Services Q: Is licensure in every state a requirement? A: licensure in every state is not required Q: The scheduling of the first facilitated workshop - Although this is a year-long project, we assume that NPS would like to get started as early as possible. Could we expect that the first workshops might start by the latter part of November or early December? A: It is important that the meetings be coordinated with all parties. This is why we are asking vendors to submit a list of available months - this will serve as a starting point in coordination. Q: We note that two workshops are scheduled for Omaha, Nebraska. Can we assume that they will not be held back-to-back? And similarly, we also assume that there will not be a case of back-to-back 2-day workshops at any time during the project. Is this correct? A: The Omaha engagements will most likely not be back-to-back. The calendar will be coordinated upon knowledge of available months from the vendors. Q: Could you please give some idea of the number of people expected to attend these 2-day programs? The reason for asking this question relates to whether two or more facilitators may be needed for a larger number of participants, especially if break-out sessions are to be considered as a result. Also as we have professional note takers, we wonder what your plans are for the level of detail in notes prepared subsequent to the workshops and whether you plan audio or video production of same. A: It is expected that there will be less than 20 at each meeting; however, the National Park Unit and the Tribal College will be asked to arrange for key individuals to be involved which is hard to determine until the meetings are established. We hope to video document the process, but will defer to the participants on any given meeting/workshop on whether they concur with video. Do not count on the video documentation as your recording of the meetings/workshops. Q: It seems a bit restrictive to ask that respondents should show that they have worked with tribal groups or organizations on a similar project during the past three years. Our firm, for example, has run dozens of meetings throughout the Northern Great Plains and the Northwest, as well as with regional corporations in Alaska, that have involved native groups, but not exactly of this type of program nor in the past three years. But with 34 years of experience with various groups we feel well qualified to be sensitive to and effective with a variety of groups, including Native Americans. Please explain your interest in this requirement and whether you have flexibility in cases such as ours. A: IAW with FAR 52.212-2, Evaluations-Commercial Items, the government when evaluation proposals will give consideration to vendors who have worked with tribal communities of any sort. Q: Is there a dollar-value range for this? If so, can you provide it? A: This is something that the government cannot disclose. Q: How are these services currently performed (in house, contractor)? If by a contractor, What is the Contractor Name? What is the Contract Number? When was the contract awarded? When does the contract expire? What are the contract Period of Performance terms? (i.e. base and 4 one-year options, etc.) What type of Contract was awarded (Firm Fixed Price, ID/IQ, etc.) How was the contract awarded (Full & Open, HubZone set-aside, Small Business Set-aside, Sole Source, etc.) What is the current contract value or ceiling? A: This is a brand new requirement; these services have never been performed. Q: If there is not an incumbent, what is the estimated dollar value range for this requirement? A: This is something that the government cannot disclose. Q: Could you please tell me if this is a new requirement or of this work is currently being done on a soon to expire contract? A: This is a brand new requirement; these services have never been performed. Q: We are very interested in this pre-solicitation and would like to know the level of response you are looking for. Since this is a pre-solicitation are you just looking for a resume and qualification at this time or something more complete? A: The notice type is incorrect; I am in the process of performing an amendment to correct the notice type. Please view the solicitation instructions to offer and it will detail what we are requesting you to provide. Q: Are there estimated dates for these meetings or at least the first two? A: No, please propose available months for your company. Q: Do you have completion date established? A: One year from date of award. Q: Who will be responsible to coordinate meeting locations and travel arrangements? A: The government will arrange the meeting space. The vendor will need to coordinate all of their travel arrangements. Q: Will the Government be providing the meeting rooms, flip charts, markers and easels, and a LCD projector at the each of the specified locations? A: The government will provide the meeting room and basic office supplies (i.e. flip charts, markers and easels, projector etc.) Q: So I presume this is a solicitation not a pre-solicitation and our response is due August 3rd; any particular time? A: If you have read through the combined synopsis solicitation it states...Responses to this notice shall be provided in writing via e-mail to Nicholas Murray (nicholas_m_murray@nps.gov) no later than 2:30 PM CST on 10 August 2012. In the subject line of the email reference the solicitation number and project title.
