Description
NFLC Norfolk Contracting Department Philadelphia Office intends to procure a total of seven (7) replacement beacons for the continued support of the Relocatable Over-the-Horizon Radar (ROTHR) System for the U.S. Navy Forces Surveillance Support Center (FSSC) of Chesapeake, VA. The ROTHR System is a relocatable, land based, High Frequency (HF) Radar, which provides wide area surveillance in support of tactical forces afloat through the early detection and tracking of targets of interest, such as aircraft and ships. The required High Frequency downrange beacons are a single-antenna repeater intended for operating in fixed locations using conventional 115/230, 50-60 Hz power. The beacons provide a cost efficient and effective single point ground truth for the ROTHR systems thus enabling the system to more accurately identify a target ™s position. The required beacons are controlled by a RS-232 interface and are used with a 16-ft monopole antenna installed with a suitable ground plane. The beacons are deployed in remote locations and must be capable of transitioning from Standby mode to operate via remote mode without human intervention. The anticipated contract type is Firm Fixed Price. This notice of intent is not a request for competitive proposals. The proposed contract action is for supplies which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302, that being SRI International. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable NAICS code is 621340.
