- The Department of State, Ralph J. Bunche Library, intends to issue a Sole Source order with Bloomberg Finance, LLC for Bloomberg New Energy Finance (BNEF). Market research was conducted and it has been determined there is only one responsible source for our requirements in accordance with FAR 6.302-1. The services being sought are electronic access to the latest analysis and analytical tools regarding clean energy markets. Bloomberg New Energy Finance (BNEF) is the sole provider of comprehensive research, data, and news for the clean energy, energy smart technologies, and environmental commodity markets. BNEF provides a unique comprehensive source of renewable energy data and analysis, and has developed unique relationships within the renewable energy community that have positioned BNEF to create proprietary models, indices, and benchmarking tools required by the library and unavailable through other providers. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available; parties shall submit information that indicates their ability to satisfy this requirement.
