- QUESTIONS AND RESPONSES FROM INTERESTED PARTY(IES) 1. Q: Can the Government confirm that the Government has not begun review and evaluation of the proposals submitted against FA8703-12-R-0013 beyond inventorying their receipt? Will these proposals remain unread until after the revised 27 Aug submittal date? A: Some proposal analysis had begun after the original due date of 23 July 2012. Analysis was stopped prior to re-issuance of the solicitation and the proposals have been secured. Analysis on previously submitted proposals will not re-commence until after 27 August 2012. 2. Q: Can the Government provide additional information on why the proposal submittal date was extended by 30 days given that the activity from offerors submitting proposals against FA8703-12-R-0013 should be limited to simply resubmitting proposals against FA8307-12-R-0013? A: Posting the solicitation under a different solicitation number than that used for the previous sources sought and pre-solicitation posting might have confused some interested parties and have lead them to miss the solicitation posting altogether. 3. Q: Can the Government confirm that offerors who submitted proposals against FA8307-12-R-0013 will have the same opportunity to withdraw, revise, amend, or let stand their proposals prior to the revised 27 Aug submittal date? A: As stated in the RFP Letter; "Interested parties that have already submitted a proposal in response to solicitation FA8703-12-R-0013 may withdraw, revise, amend, or let stand these proposals in response to this solicitation. They may also withdraw these proposals and submit entirely new proposals." Reference FAR 15.208(a) "Offerors are responsible for submitting proposals and any revisions, and modifications so as to reach the Government office designated in the solicitation by the time specified in the solicitation......(b)(1) Any proposal, modification, or revision, that is received at the designated Government office after the exact time specified for receipt of proposals is "late"...." (e) Proposals may be withdrawn by written notice at any time before award...."
