Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation and no other solicitation document will be issued. This solicitation is issued as a Request For Quote number RFQ HSCG44-12-Q-PC2672. This number is for tracking purposes only. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-60. This procurement will be processed in accordance with FAR Part 12 and 13. The North American Industry Classification System (NAICS) is 811219. The SBA size standard in millions of dollars is $19.0. This is Not a Small Business Set-Aside, due to this acquisition being a Sole Source Procurement it is not anticipated that there will be 2 or more qualified Small Business Concerns to provide pricing for this requirement. The USCG Command Control and Communications Engineering Center (C3CEN) Portsmouth, VA 23703 intends to purchase on a non-competitive basis by awarding a Firm Fixed Price Purchase Order Contract to TERMA North America of Arlington, Virginia for the purchase of Scanter Training for C3CEN Portsmouth, VA. Training services are required to be Brand/OEM Specific; the Brand required is TERMA North America. The proposed contract action resulting from this synopsis/solicitation for commercial supplies is the Governments intention to solicit and negotiate with only one source under the authority of FAR 6.302-1 & 13.106-1(b). Interested persons/parties may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotations. However, all quotations received within 5 days after date of publication of this synopsis/solicitation will be considered by the USCG/Government. A determination by the USCG/Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the USCG/Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement, and for informational purposes for future acquisitions. The contractor for this proposed Sole Source contract is: TERMA North America, Cage Code: 581K4. An EPLS/CCR/BINCS Contractor Verification Information search was conducted on July/27/2012 by the Contracting Officer listed below. This is Considered to be a Sole Source Acquisition. See attached Justification for Other Than Full and Open Competition (JOTFOC). The government intends to award a contract resulting from this solicitation to the responsible bidder's quotation conforming to the solicitation which will be most advantageous and Best Value to the Government, price and other factors considered. The Required Delivery Date is 30-45 Days ARO. *PLEASE NOTE* Interested Offerors are to provide Firm Fixed Price Quotes with Delivery Information by AUG/7/2012 @7:00AM EST. Delivery Information is to include the Shipping Terms the Offeror is proposing, FOB Origin or FOB Destination. Destination is preferred by USCG/GOV. If proposing FOB Origin, provide Shipping cost as a separate line item. FIRM FIXED Price Quotes may be submitted on company letterhead stationery and must include the following information: Course Syllabus, Course Daily Itinerary, Proof that the trainer instructor is certified by TERMA to instruct on the Scanter 2001 System, Course Cost Breakdown, Unit Price, Extended Price, Payment Terms and discount offered for prompt payment. The closing date and time for receipt of offers is AUG/7/2012 @7:00AM EST. Email quotes are Emailed to the POC Krystal Goodman, Acquisition Specialist, krystal.s.goodman@uscg.mil. Anticipated Award Date for the PO Contract is AUG/7/2012, this date is approximate and not exact. Schedule B: Line 1: 1 Each of - five (5) day consecutive course consisting of twenty-seven (27) instruction hours and titled Scanter 2001 Technical Training from TERMA North America. This course will take place at C3CEN, and includes classroom instruction as well as hands-on at the C3CEN Vessel Traffic Systems (VTS) hut. The class size will be limited to six (6) students, who are members of the VTS Product Line. The primary training dates are 17-21 September 2012. The secondary training dates are 24-28 September 2012. Justification for Other Than Full and Open Competition (JOTFOC) 1) Agency and Contracting Activity. The U.S. Coast Guard Command, Control and Communication Engineering Center (C3CEN) Portsmouth, VA. 2) Nature and/or description of the action being approved. The USCG intends to sole-source its requirement due to the specific nature of the training. C3CEN requires TERMA, by and through its TERMA North America office unit to provide one (1), three (5) day consecutive course titled Scanter 20001Technical Training. 3) Description of Supplies/Services. TERMA shall provide one (1), five (5) day consecutive course consisting of twenty-seven (27) instruction hours and titled Scanter 2001 Technical Training. This course will take place at C3CEN, and includes classroom instruction as well as hands-on at the C3CEN Vessel Traffic Systems (VTS) hut. The class size will be limited to six (6) students, who are members of the VTS Product Line. The primary training date is 17-21 September 2012. The secondary training date is 24-28 September 2012. The total estimated value is $26,000.00 4) Statutory Authority Permitting Other Than Full and Open Competition. IAW FAR 6.302-1 (2)(iii) For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in Substantial duplication of cost to the Government is not expected to be recovered through competition. 5) Demonstration That the Nature of the Acquisition Requires Use of the Authority Cited. Congress has directed the Coast Guard to actively manage commercial vessel traffic in particular ports. Tracking vessel locations is key to this effort. The Scanter 2001 is currently a configuration standard for the Vessel Traffic Centers' (VTC) radar system. These systems must be installed and maintained by properly trained personnel in order to meet congressional requirements. An influx of new, untrained personnel requires VTS to procure this training. The training for the Scanter 2001 system is only available through TERMA. 6) Description of Efforts Made to Ensure Offers are Solicited From as Many Potential Sources as Practicable. A Request for Quotation (RFQ) will be posted on FedBizOps with the statement that any interested offerors that feels they can provide the training as listed may provide a quote. 7) Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable. The Contracting Officer will determine Price Fair and Reasonableness from comparison of previous acquisitions for similar purchases. 8) Description of Market Research. Market research via internet and other sources was conducted to determine if any other commercial off-the-shelf training programs could be used to train C3CEN technicians. Unable to identify any vendor that offered Scanter 2001 Technical Training other than TERMA. 9) Any Other Facts Supporting the Use of Other Than Full and Open Competition. TERMA designed and manufactured the Scanter 2001 Radar system. This vender has the in-house expertise to provide superior training to course attendees. 10) A Listing of the Sources, if Any, That Expressed, in Writing, An Interest in the Acquisition. None. 11) Actions the Agency May Take to Remove or Overcome Any Barriers to Competition Before Any Subsequent Acquisition for Supplies or Services Required. None at this time. 12) Contracting officer certification that the justification is accurate and complete to the best of the contracting officer's knowledge and belief. PLACE AND DATES OF PERFORMANCE C3CEN 4000 Coast Guard Blvd. Portsmouth, VA 23703 Dates: Primary: 17 - 21 September 2012 Secondary: 24 - 28 September 2012 Each day the training will start at 09:00 and end at 16:00. 2. REFERENCES C2CENINST 5500.1 (Unit Security Plan) 3. SPECIFICATIONS: N/A 4. SECURITY REQUIREMENTS: Visits by non-US citizens/foreign nationals (in this case, the instructor) must be screened via CG International Affairs and CG Counterintelligence Service (CGIS) at CGHQ. CGCIS advertises 30 days advance notice. The C3CEN sponsor shall advise the command and CSO of any such visits well in advance. The sponsor is responsible for submitting the foreign visitor to CGHQ. When notifying base security about the visit, provide a brief statement concerning vetting status. 5. The 6.1 Training Objectives: The aim of the course is to provide the maintainers practical and theoretical knowledge of SCANTER 2001 radar systems, sufficient to perform the necessary operation and maintenance at system and module level. The trainee will go through the following during the course: • Daily routine check of the equipment • Operation, alignments and adjustments • Interpret system faults given by the equipment • Knowledge of necessary test equipment and methods • Module and system functions • Hands-on on live equipment 7.
