Description
THIS IS A SYNOPSIS for a Small Business Set-aside Research & Development (R&D) services prepared in accordance with the format in FAR Subpart 13, as supplemented with additional information included in this notice. THIS IS NOT A REQUEST FOR QUOTE. This synopsis is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Additionally, no reimbursement will be made for any cost associated with providing information in response to this synopsis or any follow-up information requests. The Air Force Intelligence, Surveillance and Reconnaissance Agency (AFISRA) contracting office has been tasked with the acquiring Research and Development (R&D) services to provide predictions of isotopic values for selected fission products. The contractor must demonstrate the capability to create reactor design model of a candidate fast breeder reactor and one fuel loading profile. The reactor shall be modeled in MCNP and divided into representative zones and burnup calculated using MONTEBURNS for those zones. Proposed zoning will be pre-coordinated with the requestor. Isotopic values in atom-percent and grams per rod for fuel and selected fission products shall be provided for each burnup step and zone (including uncertainty estimations for burnup step size and zone selection). This acquisition will be conducted as a set-aside. The North American Industry Classification System (NAICS) code of 541712 with a business size of 500. The RFQ will be available electronically on this website only. Fax, telephone, written, or email requests for the solicitation package will not be honored. Contract award is anticipated by 27 Aug 2012. This is a firm fixed price procurement and will be procured using Simplified Acquisition Procedures (SAP) and award selection will be made based on lowest price technically acceptable and in accordance with the evaluation for award in FAR 15.101-2. The reference number for this procurement is FA7022-12-T-0003 and is issued as a Request for Quotation (RFQ). Period of Performance will be 6 months. Interested firms may respond to the RFQ posted on this site but should not respond to this synopsis. Phone calls will NOT be accepted. Potential contractors must be registered in the Central Contractor Registry to be eligible for award (See Internet site: http://www.ccr.gov).
