Description
This combined synopsis/solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The U.S. Department of Education (ED), Office of Management (OM), requires a vendor to provide an author speaker series on leadership and professional development topics. The series is to consist of 4-7 seminars of approximately 2 hours in length presented by authors of best selling or professionally recognized books scheduled over a 6-10 month period. The vendor is to provide a wide variety of choices in the authors and books for the Department to choose from in developing the schedule of seminars. The vendor is to provide all coordination of arrangements to obtain the speakers. Seminars are to be held in our Washington DC headquarters and may include regional participants joined through our VTC or video webcasting system for up to a total of 50 participants in each seminar. Vendor is to provide a copy of the book for each participant at each seminar. In accordance with FAR Subpart 12.207, one firm fixed price award will be made for these commercial services. Offerors will be evaluated on their technical capabilities and price. As the difference in offerors' technical capabilities become more equal, price will be the determining factor in the award decision. All responsible sources my submit a quotation that, if timely received, shall be considered by ED. Offerors must adhere to the provision of FAR 52.212-1, Instructions to Offerors-Commercial Items. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with the quotation. FAR 52.212-4, Contract Terms and Conditions - Commercial Items and FAR 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this acquisition. In addition, FAR 52.232-33 Payment by Electronic Fund Transfer-Central Contractor Registration applies.
