- Description
- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 6.2, Full and Open Competition after Exclusion of Sources [6.204 Section 8(a) Competition] and FAR Subpart 19.805, Competitive 8(a). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The US Department of the Interior, National Business Center, through its Franchise Fund activity, Acquisition Services Directorate (AQD), is issuing this solicitation, Number D12PS00366 as a Request for Proposals (RFP) on behalf of the Task Force for Business and Stability Operations (TFBSO), under the Department of Defense. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-59. The associated North American Industrial Classification System (NAICS) code for this procurement is 541690, Other Scientific and Technical Consulting Services, with a small business size standard of $14M. The Product Service Code for this procurement is R408, Program Management/Support Services. AQD will use procedures that provide for issuance of the order on the basis of Full and Open Competition after Exclusion of Sources in accordance with Federal Acquisition Regulations (FAR) in Subpart 6.2. The contract shall provide advisory services, technical assessment, training materials, and other non-personal services in support of the design, implementation and operation of energy development and access projects in Afghanistan, and other conflict areas. The contractor shall be responsible for identifying, qualifying, developing, structuring, presenting, and help to close opportunities which increase the supply of energy and maximize the ancillary benefits (employment, economic activity, agricultural expansion and improved living conditions) for the local population. The resultant award shall be a Time and Materials (T&M) contract. The Period of Performance is a Base Period of 12 months from the date of award with three 6-month Option Periods. Place of performance is primarily in Afghanistan.
