Description
The purpose of this amendment is to include the full text that was erroneously omitted from the intial notice. The U.S. EPA intends to issue a sole-source order to the following contractor for finalization of a Brazil Enivronmental Justice Workshop and Pilot Project: Tetra Tech EM, Inc. 1881 Campus Commons Dr., Suite 200 Reston, VA 20191 This is a simplified acquisition for continuation of the Brazil Environmental Justice Workshop and Pilot Project. The Period of Performance, 12/12/2012 through 09/30/2013. The Contractor shall continue (1) Literature Search: to survey peer-reviewed literature to identify existing and relevant environmental justice issues impacting relevant communities in Brazil, Quilombos, indigenous peoples, environmental racism, environmental justice tools, and environmental justice trainings. In addition to peer-reviewed literature, the contractor will consult a range of other materials, such as government, intergovernmental organizations (IGO) and nongovernmental organizations (NGO) reports and books and other gray literature (e.g., working papers) on environmental justice topics in Brazil. This search will provide information for the selection of a community for an EJ pilot project. This will also provide information on other EJ trainings that have taken place in Brazil. The search will focus on communities, relevant previous conferences, EJ tools, and relevant EJ issues that need to be addressed. The review will focus primarily on but not be limited to Afro-Brazilian communities. The contractor shall prepare a report summarizing and synthesizing relevant information on existing frameworks and approaches to EJ in Brazil. The report will be organized in to two sections: (1) A brief introduction outlining the goals of the search and the search strategy. (2) A sort discussion of key findings that are applicable to this project for submission to the government of Brazil and EPA. These findings should provide a framework for the development of EJ training for government of Brazil officials and NGOs and the identification of at least one community for the implementation of an EJ pilot project. (2) Case Study Synthesis: Contractor will continue the review of case studies on environmental justice issues in Brazilian communities that will be impacted by upcoming 2014 World Cup and 2016 Olympic games and complete this synthesis: The contractor will complete a case study synthesis. This synthesis will provide specific case study information on vulnerable communities that would be candidates for a potential pilot project. The case studies will primarily focus on but not be limited to Afro-Brazilian communities. This synthesis will employ a two-fold information gathering approach relying on (1) a review of written materials including peer-reviewed journals, government and NGO reports, ad other gray literature e.g., working papers (2) following up with phone interviews with selected community groups to identify relevant EJ issues in Brazilian communities. The contractor shall present a detailed case study ranking analysis of communities and issues that can be used to develop a pilot project in the best suited community. The contractor shall submit this analysis to EPA and the government of Brazil with recommendations for the selection of a community for the successful implementation of a pilot project that will address and mitigate impacts that will be caused by the upco ming games. (3) Environmental Justice Workshop facilitation-The contractor shall continue working toward and eventually facilitate a workshop on environmental justice tools being used in the U.S. and Brazil. The contractor shall facilitate a workshop in Brazil that will allow EPA and Brazilian officials to exchange information on EJ tools that are being used in both countries. There is a lack of knowledge and coordination between the U.S. and Brazilian governments on existing tools available to address EJ issues. There is a need for more dialogue and information sharing on tools that can be used in both countries to address the needs of vulnerable populations. The contractor shall secure the workshop location and technology that will be needed to showcase the EJ tools. The contractor shall also contribute to development of the conference agenda and provide translation, literature and background materials that may be needed on EJ tools. (4) Environmental Justice Pilot Project facilitation- The contractor shall continue working toward and eventually facilitate the required meetings for the implementation of a EJ pilot project in a community that will be impacted by the upcoming 2014 World Cup and 2016 Olympics games. The contractor shall facilitate the necessary meetings for identification of a Brazilian community improvement World Cup and Olympics pilot project. This project will focus on resolving EJ issues in a vulnerable community that will be affected by these upcoming events. This project will have the potential for replication in other Brazilian communities in the future. The contractor shall secure venues for any meetings that will be held between the U.S. and Brazilian officials. The contractor shall provide the necessary support to identify these communities. The contractor shall also provide any translation, literature, or technology that will be needed for these meetings.
