- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation parts 12 and 13. The Federal Bureau of Investigation is issuing this acquisition as a Request for Quote (RFQ) under solicitation number 0721126306 The FBI's Question Document Unit (QDI) requires a Forensic Information Scanning Hub (Fish System) for Shoe Print/Tire tread impressions. The Fish system meets the following FBI requirements 1.Capable of imaging footwear and tire impression evidence (i.e., import, resize, process, export and print) 2.Automated resizing for making images dimensionally accurate and scanning and printing items as large as 11"x17 3.The system must be equipped with an easy-to-use software application that enables its users to process images (e.g., adjust contrast and brightness, crop, rotate, etc.) without advanced proficiency in image-processing applications. 4.The software application must have the ability to produce contact sheets from multiple images and display two images side by side for comparison of features 5.The Fish system must contain a file management module to organize and store images so that multiple users can share the same system. 6.FISH server all-in-one PC with 19" monitor and 2 TB hard drive 7.FISH View and Web Server software module (import and view functions) 8.FISH Expert software module (analysis and comparison functions) 9.FISH Workflow software module (job management and workflow functions) 10.Epson 10000XL-GA flatbed scanner 11.Epson R2880 large format printer 12.High speed, professional-grade multimedia card reader 13.DVD+/- reader and writer 14. One year Warranty **Price quotes must include price for installation and training ***** Brand Name or Equal is accepted for this procurement. Vendors that propose an alternative brand must include as an attachment thier specification to include photos for their proposed items and a point by point comparison of their proposed items with mandatory specifications. The evaluation of this buy will be based on information received from vendors prior to the response closing time. No additional quote information to include photos, specifications or pricing information will allowed after closing date and time. Vendors are responsible for ensuring all required quote information is submitted prior to closing/response date. The buyer for this procurement will not seek additional information from vendor after the close /response date. Failure to comply with this buy term will cause vendor bid to be not technically acceptable and the government will not consider the bid for award. ***In order to be considered for award the offeror must provide all required supplies to the exact specification listed above*** Shipping: All Items shall be shipped to-Quantico, VA Submission of Quotes: All quotes must be submitted via e-mail to Contracts Specialist at Montarious.Usher@ic.fbi.gov no later than Tuesday, August 3, 2012 at 9:00 is Eastern Standard Time. Quotes will be evaluated lowest price technically acceptable. Contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. All contractors anticipating award, must be registered in the Central Contractor Registration (CCR) Database. This solicitation incorporates several clauses by reference.
