- MDM/MAS CRITICAL CHARACTERISTICS REQUEST FOR INFORMATION (RFI ) REQUIREMENT: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITIATION IS AVAILABLE AT THIS TIME. THIS REPLACES THE PREVIOUS POSTINGS MADE ON 27 JULY 2012 AND 30 JULY 2012 FOR INDUSTRY DAY-MDM/MAS DESCRIPTION: PURPOSE : The Defense Information Systems Agency (DISA), Program Executive Office - Mission Assurance and Network Operations (PEO-MA), is conducting this Request for Information (RFI) as market research to determine sources with competencies to provide integrated solutions and services for a Mobile Device Management Solution and a Mobile Application Store. BACKGROUND : The DISA Mobility Project is aimed at providing secure and current mobile device (smart phones and slates/pad computers) for DISA clients across the DoD Enterprise. This Request for Information concentrates on Mobile Device Management (MDM) and Mobile Application Store (MAS) portions of the enterprise mobility solution. This is a follow-on RFI to gather additional information. The original RFI was released on 8 December 2011. Industry day was conducted from 12-14 June 2012. During the market research phase and based on preliminary market research findings, the requirements for the solution have evolved. The intent of this RFI is to gather data on the refined set of requirements to verify capability in the market place. The Mobile Device Management (MDM) capability should provide the application and user level "traffic cop," to enforce policy for network and end devices. The MDM institutes the policy, security and permissions that define the functions the user is enabled to conduct on the mobile device. This capability ensures the security of the entire user community is not compromised by an incorrectly configured device. A unified MDM architecture secures, monitors, manages, and supports accredited mobile devices across a range of DoD environments. This allows for malware detection and policy control of the devices. MDM also supports over-the-air electronic software distribution (ESD) of applications, remote data-wipe capabilities, remote device configuration management, and asset/property management capabilities protect against key and data compromise. The Mobile Application Store (MAS) capability is an online digital electronic software distribution (ESD) system often part of the MDM. Obtaining user application permission rights from the MDM, the MAS can deliver, update and delete applications on the mobile device without the mobile device user having to return the device for service. The MAS operates in conjunction with the MDM system. The objective of an Enterprise MAS is to optimize the functionality and distribution of mobile applications to Mobile Devices while minimizing replication, cost, and downtime. The MAS depends upon the MDM for identification of new, removed, or changed mobile devices to support the PMO Mobility function. Certification and Accreditation of mobile applications will use a distributed process to facilitate entry into the storefront. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. Whatever information is provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process for a MDM/MAS solution. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. This RFI is a request for interested parties to describe their technical capabilities and demonstrated capability/tools. The Government will consider responses where a set of third party software programs are integrated together to achieve the full list of requested capabilities. For this type of response, the contractor is requested to provide their specific experience in providing this type of integrated solution. The Government will consider responses that would integrate third party software programs and uniquely developed code to achieve the full list of requested capabilities. All interested contractors (both large and small) are requested to provide written responses to the questions below. A response to this RFI is necessary in order to assist DISA in determining the potential levels of interest, adequate competition, market maturity and technical capabilities within the Large and Small Business Community to provide the required capabilities. SOURCES SOUGHT: This Sources Sought Synopsis is requesting responses to the following criteria from both large and small businesses under the North American Industry Classification System (NAICS) Codes 541512. In addition to Small Businesses, this Synopsis is encouraging responses from qualified and capable Service Disabled-Veteran Owned Small Businesses, Veteran-Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, Small Disadvantaged Small Businesses, Small Business Joint Ventures, Consortiums and Teaming Partners. Please identify your company's category and list the contract vehicle(s) your solution may be acquired through in your response. REQUESTED INFORMATION: Interested vendors are requested to submit a statement not to exceed ten (10) pages of their solution/capabilities. Information should be only provided on solutions/capabilities that currently exist and would be available for operational assessment in the event a contract is pursued. Please indicate capabilities and/or products that are owned by you and those which would be provided by a partner company. Products should interoperate and not require significant integration. Table 1 is attached to this posting, which is a list of MDM/MAS capabilities. For each capability include in your response whether you have existing solutions/capabilities; mobile operating systems supported; and any DoD and/or Federal deployments. RESPONSES: Responses should include the (1) business name and address; (2) name of company representative and their business title; (3) category of your business given NAICS 541512 i.e. Large, Small (if small, state your category, i.e., 8(a), Service Disabled-Veteran Owned Small Businesses, Veteran-Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, etc.); and (4) contract vehicles that would be available to the Government for the procurement of the product and service, to include General Service Administration (GSA), NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. The responses should be in a white paper format, no longer than ten (10) pages in length. Address the capability questions posed above. Limit the technical questions to the central theme of the actual requirements identified. Questions for this RFI will be due to the email address identified below no later than (NLT) 3 August 2012 at 5:00 PM Eastern Daylight Time. The resulting vendor submission should be a technically sound submission. Responses to this RFI are due NLT 10 August 2012, at 5:00 PM EDT. The response should not exceed a 7 MB e-mail limit for all items associated with the RFI response.
