Description
The Naval Medical Logistics Command intends to establish a contract with a one year base period and four options years on a sole source basis (IAW FAR 6.302-1) with Roche Diagnostics Corporation (Roche), 9115 Hague Rd, Indianapolis, IN 46250, as the only source that can provide consumable supplies for Hitachi Analyzers D, P, and C311 to the Department of Defense (DoD) Forensic Drug Testing Laboratories. The seven DoD laboratories are; Navy Drug Screening Laboratory (NDSL) Great Lakes, Illinois; NDSL Jacksonville, Florida; NDSL San Diego, California; Army Forensic Toxicology Drug Testing Laboratory (AFTDTL) Fort Meade, Maryland; AFTDTL Tripler Army Medical Center (AMC), Hawaii; Headquarters Air Force Drug Testing Laboratory (HQ AFDTL) Lackland Air Force Base, Texas; and Armed Forces Medical Examiner System (AFMES) Dover Air Force Base (AFB), Delaware. The DoD Forensic Drug Testing Laboratories utilize Hitachi Analyzers for forensic drug screening. The DoD Drug Testing Program has extensive integrated logistics support for the Hitachi Analyzers such as validated analytical procedures which are legally defensible, DoD developed and maintained interface between the Hitachi Analyzers and the DoD mandated Forensic Toxicology Drug Testing Laboratory Information Management System (FTDTLIMS), and a DoD mandated manufacturer supported maintenance contract for Hitachi Analyzer systems at all service drug testing laboratories. Roche is the only responsible source and no other supplies or services will satisfy agency requirements. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 6 and 12). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 500 employees or less. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Nicholas Dankanich at Nicholas.Dankanich@med.navy.mil (in subject line reference: Consumable Supplies for Hitachi Analyzers D, P, and C311).
