- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division and the National Marine Fisheries Service (NMFS) Mississippi Laboratories (MS Lab), located in Pascagoula, MS, intends to establish a fixed-price purchase order for 11,000 each 18/0 Weak Circle Hooks and 11,000 ea 20/0 Weak Circle Hooks with Lindgren-Pittman. The 18/0 and 20/0 low tensile strength (weak) circle hooks for commercial fishing applications to affect the release of Bluefin tuna and marine mammals while retaining targeted tuna catch. MS requirements are for each hook size to straighten at 72 kg. of pull and for the hook to be non-offset. The Lindgren-Pitman Company, a U.S. business located in Pompano Beach, FL is a world renowned developer and manufacturer of commercial fishing gear. The company has been proactive in the development of commercial fishing gear to reduce the capture of unwanted and protected marine species such as unmarketable fish, sharks, sea turtles and marine mammals. The company has testing facilities and equipment uniquely suited for the development of fishing hooks used for specialized applications. Over the past decade, NOAA Fisheries has worked with three major hook manufactures through shared research to develop fishing hooks which are capable of reducing bycatch for various commercial fishing applications. Smaller hook manufacturers do not have the capital resources with which to conduct research and development of new hook designs for applications in small scale markets such as that which is found in specialized commercial fishing operations. All three companies identified above have produced hooks which are similar to those requested in this solicitation. In April 2012, NOAA Fisheries initiated discussions with representatives from each of the major hook manufacturers identified above regarding the development and limited production (less than 15,000 units each) of 18/0 and 20/0 weak hooks which will meet the MS Labs research needs. Since then, only Lindgren-Pitman has responded positively to their request to produce a limited number of these specialized hooks. Other two companies determined that it was not cost effective for them to produce such a limited number of hooks. This requirement will facilitate the development of 18/0 and 20/0 weak hooks for evaluation by NOAA Fisheries in partnership with commercial fishers with the goal of applying weak hook technology in U.S. Atlantic pelagic longline fisheries. This study addresses an important first step in the development of potentially viable weak hook technology in a hook product of large size. If proven to be operationally feasible in the new fisheries, the new hook types have the potential for improving the long-term health of Bluefin tuna stocks through reducing their capture as bycatch. The larger weak hooks may also help decrease the bycatch of marine mammals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interests and capabilities to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive responses. However, all responses received within 7 calendar days after date of publication of this notice will be considered by the Government. The NAICS code for this requirement is 339920.
