- THIS IS NOT A FORMAL REQUEST FOR QUOTATION (RFQ) AND DOES NOT COMMIT THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (NIST) TO AWARD A CONTRACT NOW OR IN THE FUTURE This is a SOURCES SOUGHT NOTICE to determine the availability of small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) under NAICS code, 334119, that have the capability, to furnish a Desktop Multi-Nozzle, Multi-Fluid, Inkjet Materials Deposition Printer System for R&D. The Surface and Microanalysis Science Division (SMSD), part of NIST's Material Measurement Laboratory (MML), serves as the Nation's Reference Laboratory for chemical metrology research, standards, and data to: (1) characterize the spatial and temporal distribution of chemical species; and (2) improve the accuracy, precision, sensitivity, selectivity, and applicability of surface, interface, microanalysis, and advanced isotope measurement techniques. SMSD intends to utilize and adapt state-of-the-art inkjet dispense technologies to support emerging applications in digital manufacturing, especially those in flexible (non-silicon) electronics and microsensor fabrication. A critical barrier to the successful commercialization of such devices is control over the micro-scale placement of materials and the resulting morphology and functionality of the self-assembled structures, which often are manifested on the nanoscale. The possibilities for digital fabrication are greatly expanded by the use of multiple fluids, but this requires consideration of expanded metrological challenges. SMSD's expertise in micro-to-nanoscale measurements, as well as experience in adapting drop-on-demand inkjet printing for homeland security applications, will be applied to these emerging applications critically important to the future economy of the United States. Minimum Technical Requirements: 1. The system must be capable of sequentially dispensing 10 pL (or smaller) droplets of at least two different fluids onto the same location of a substrate within 5 micrometers and within a 2 second time interval. 2. The inkjet driving waveforms for each fluid and printhead must be independently programmable, and must include an option for a 12 point (or more) arbitrary waveform. 3. Fluid pressure within each print head must be independently controllable to within 0.5 mbar. 4. Each printhead must contain at least 128 nozzles, each nozzle which may be programmed on or off. 5. The system must include X, Y and Z positioning stages, each having a resolution of 5 micrometers or less. 6. The system must be able to print spots as well as features such as lines and arcs. 7. The system must have the capability of automated dimensional calibration of the dispensed features. 8. The system must include programmable printhead maintenance functions, including droplet ejection, vacuum and purge, and wiping/blotting. 9. 1-yr. warranty on parts and telephone/e-mail support 10. (1) Consumables Kit Small businesses that currently possess such capabilities and have prior experience providing Desktop Multi-Nozzle, Multi-Fluid Inkjet Materials Deposition Printer Systems of the type described herein are encouraged to respond to this notice by providing the following information: 1. Capabilities Statement providing evidence of expertise in providing Materials Deposition Printer Systems. The Capabilities Statement should include a thorough description of the hardware/software, training/installation available and warranty information offered. 2. Current socioeconomic status of your company including the North American Industrial Classification System (NAICS) code. 3. Indication of whether your company currently has an active registration in the Central Contractor Registration at www.ccr.gov and Online Representations and Certifications Application (ORCA) at https://bpn.orca.gov No telephone requests will be honored.
