- Description
- Description of Services The service provider shall provide personnel, equipment, tools, materials, supervision, training, and services necessary to perform maintenance and services for the Tech Control Facility on Joint Base Pearl Harbor-Hickam. Responsibilities and duties include but are not limited to; installation, maintenance and repair support for the Technical Control Facility; logging and reporting status information of circuits, links, and trunks; support for long-haul and tactical voice, data, video, and testing communications services; consolidated Defense Information Systems Network (DISN) transport Internet Protocol (IP) network infrastructure; interface of circuit segments; conforming to the Unified Capabilities Requirements (UCR); support end-to-end quality of service/class of service under the Global Information Grid (GIG) Convergence Master Plan (GCMP); provide provisions for rapid restoral and re-routing on a priority basis in accordance with established procedures. Indicate which NAICS code(s) your company usually performs under for Government contracts. 4. Is your company an active 8(a) qualified firm? 5. Does your company have the capability to manage a Long Haul Telecommunications Site? 6. Are you capable of performing only a portion of the requirement? If so, identify what portion. 7. How many Information Technology (IT) or Telecommunication projects and years of experience do you have in commercial or government sites? 8. Specify what type of telecommunications facility, size, and system complexity your company has been involved with. 9. Does your company have experience performing the following Technical Control Operations Facility Services? Please provide detailed responses to the following scenarios. If your company has not had experience in a given situation, please respond accordingly. (a) Performing quality control services to ensure operation of all Tech Control Facility (TCF) trunks, channels, circuits and equipment. To include encryption devices, equipment operations, and maintenance. (b) Responding to alarming of faults to communications network equipment using local procedures, operational instructions in various Air Force Instructions, electronic handbooks, and Defense Information Systems Agency (DISA) Circulars, during normal and contingency operations. Follow restoral plans and reporting facility statues to appropriate authority. (c) Performing NODE Site Coordinator (NSC) duties as instructed in the DISA guidance. Duties include local onsite technical assistance, general administrative duties, node site survey assistance, node and circuit installation assistance, preventative maintenance checks, electronic mail capability, node relocations, equipment monitoring, and logistical support. (d) Performing duties as a Communication Control Office (CCO) and Circuit Management Office (CMO) IAW DISA Circular 310-70-1. Duties such as submitting documents upon activation or deactivation of a circuit/trunk. (e) Performing facility management duties and unit self-inspection for the Long Haul work center. (f) Meeting with DISA engineers and performing DISA performance evaluations as required for installation and de-installation of equipment, or when issues or problems occur. 10. Does your company have experience managing, tracking, or reporting the following Technical Control Operations Facility Services? Please provide detailed responses to the following scenarios. If your company has not had experience in a given situation, please respond accordingly. (a) Managing and tracking system diagrams and circuit layout records, Communications and Information Systems Records (CISR), and Drawings for the purposes of audits by Defense System Information Agency and Air Force Information IAW AFI 21-404 "Developing and Maintaining Communications and Computer Systems Installation Records." (b) Managing supply equipment custodial, Test Measurement, and Diagnostic Equipment (TMDE) accounts. (c) Managing Technical Control Facility (TCF) training qualification lesson plans. (d) Coordinating the request and submission of Authorized Service Interruption (ASI) actions and procedures, Defense Information Systems Agency (DISA) and Air Force (AF) administrative forms and record- keeping, permanent history files, Air Force publications library and DISA reference library. 11. Does your company have a minimum Secret Security Clearance to perform duties in a telecommunications facility?
