- PRE-SOLICITATION NOTICE SYNOPSIS: The Veterans Health Administration (VHA) Environmental Programs Service (EPS) Industrial Hygiene Program Manager anticipates soliciting and subsequently awarding a single Firm-Fixed Price contract for a web-based healthcare specific waste management and recycling tracking system service from a commercial provider. The services shall include storage and security capabilities. The intent is to replace the current VHA data collection system. The solution shall be an integrated toolset through which the VHA monitors performance metrics and manages through roles and process rather than physical control of assets. PROJECT SCOPE: The contractor shall provide a service that maintains a redundant data and collaboration infrastructure that will ensure access for all VHA users in the event of failure at any one provider location. The service shall include effective contingency planning (including back-up and disaster recovery capabilities). The service shall allow users to enter both material and financial information in the following healthcare specific categories: solid waste, recycling, construction and demolition debris, hazardous waste, electronic waste, and regulated medical waste. The service must have the ability to generate multiple types of reports that include the following data: waste stream diversion rates adjusted by patient days per year, material tonnage, financials, service providers, containers, and fiscal year to fiscal year comparisons of data trends over time. Environmental reports shall estimate the environmental benefits of recycling in comparison to disposal. Greenhouse gas emissions shall be calculated using the US EPA WARM Model. Reports shall have the ability to analyze a hospital's waste streams to identify waste reduction and recycling program improvements and increase efficiency in waste management practices. Reports shall have the ability to analyze and calculate diversion rate for Municipal Solid Waste (MSW) and Construction and Demolition debris (C&D) in accordance with EO 13514. Reports shall have the ability to analyze a hospital's waste streams to identify waste cost avoidance and program improvements and increase efficiency in waste management practices. Reports shall have the ability to analyze and calculate cost benefits related to hospital waste streams such as Pharmacy reverse distribution, on-site Regulated Medical Waste (RMW) treatment, operating room/medical devices recycling, and re-usable sharps container programs. The service shall include a Cloud data and collaboration service that is customizable and extendable. ADMINISTRATIVE: The solicitation will be issued as a "Request for Proposal" (RFP) conducted in accordance with FAR Parts 15 and 19 and be evaluated in accordance with the procedures therein. The solicitation will be advertised as a Small Business set aside. Offers received from other than Small Business concerns will not be considered. The applicable NAICS code is 518210 with a size standard of $25 million. The solicitation will be issued on or about August 13, 2012 and proposals will be due on or about August 27, 2012 at 4:00PM (EDT), at 6150 Oak Tree Blvd Suite 300, Independence, OH 44131. The period of performance shall be one year from contract award date. This notice is not a request for competitive offers. The point of contact is Richelle N.
