- This Request for Quote (RFQ), for the Naval Postgraduate School (NPS) is prepared in accordance with the format in FAR 8.4 and supplemented with additional information included in this notice. This acquisition is unrestricted. The NAICS associated with this purchase is 541330. The Naval Postgraduate School, Mechanical and Aerospace Engineering (MAE) School intend to procure engineering expert with significant experience in ocean, underwater systems, Navy development programs, and the dynamics and control of marine vehicles to review and help NPS provide input to the AMNS Program. NPS plans to continue supporting this program as requested by MPS495. This Request for Quote seeks technical and price submissions for work to be done off site at the Naval Postgraduate School (Travel to the NPS maybe required). The submissions shall provide resumes, past performance information and pricing in accordance with the criteria in the Statement of Work (SOW) included in this RFQ. While discussions are not anticipated, the Government reserves the right to do so. Award will be Firm-Fixed Price (FFP) for the services detailed in the accompanying SOW. Travel is anticipated. The period of performance is from date of award for six months at a half time full time effort Naval Postgraduate School Engineering Consultant Support for the Preliminary Design Review for the Navy ™s Airborne Mine Neutralization System (AMNS) Organization The Naval Postgraduate School (NPS) Located in Monterey, California supports the U.S. Navy, other military branches, and foreign military services with postgraduate education for personnel. Additionally NPS provides significant research and consulting capabilities to the Department of the Navy (DoN) and for the Department of Defense (DoD). The Department of Mechanical and Aerospace Engineering (MAE) provides graduate level education, research, and consulting and advising support for many DoN/DoD activities on a wide range of platforms and weapons systems. Background A request to the MAE Department was made by the Program Executive Office for Ships in the Naval Sea Systems Command (NAVSEA) PMS495 to help support the Preliminary Design Review (PDR) of the Navy ™s Airborne Mine Neutralization System (AMNS). The MAE Department is supporting the ongoing PDR with some organic capabilities, but additional expertise is required as outlined in our proposal to support NPS with the PDR assessment. Therefore the services of a senior engineering consultant are required as we continue to review the design, provide feedback to NAVSEA on ways to improve the system ™s performance and reliability.
