- H92237-12-Q-0355 Radio Equipment Components.xlsx CLIN 0006 - Brand Name Only This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation "H92237-12-Q-0355 Radio Equipment Components" is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60. This requirement is unrestricted and has been determined to be in direct support of contingency operations. FAR Part 19 "Small Business Programs" does not apply to this acquisition, save FAR 19.6. The following commercial services/items are requested in this solicitation: SEE ATTACHMENT "H92237-12-Q-0355 Radio Equipment Components.xlsx" FOR DESCRIPTION OF CLINs; this spreadsheet must be completed in full and returned as your company's quotation or accompany any quotation otherwise provided. The format of the spreadsheet shall not be altered to delete or add fields. CLIN 0006 is brand name only, see attached justification. The following provisions and clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors--Commercial Items FAR 52.211-6, Brand Name or Equal The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the quotor must include a completed copy of this provision with their quotation or provide notification that their Representations and Certifications are available on the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.204-7, Central Contractor Registration; FAR 52.222-19, Child Labor; FAR 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; The following clauses are included: FAR 52.225-13, Restrictions on Certain Foreign Purchases; FAR 52.252-1, Solicitation Provisions incorporated by Reference, this solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The quotor is cautioned that the listed provisions may include blocks that must be completed by the quotor and submitted with its quotation. In lieu of submitting the full text of those provisions, the quotor may identify the provision by paragraph identifier and provide the appropriate information with its quotation. FAR 52.252-2, Clauses incorporated by reference, this contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. The clause at DFARS 252.204-7004, required Central Contractor Registration; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders; DFARS 252.225- 7001, Buy American Act and Balance of Payment Program; EVALUATION OF QUOTATIONS: Quotations will be evaluated based on technical acceptability, price, contractor responsibility, and past performance of the prospective contractor. The award will be made to the lowest priced technically acceptable responsible contractor with an acceptable history of past performance. No past performance history will be considered to be neutral. Exchange Rate: If the resulting award is made to an Afghani firm or business, it will awarded and paid in AFN currency via EFT. The exchange rate used will be AFN 48.6226/1 USD. All firms must be registered in the Central Contractor Registration database @ http:// www.ccr.gov or https:// www.sam.gov to be considered for award. Quotations are due to the contracting officer by 8 Aug 2012 at 23:30 EST. Quotations must be submitted by e-mail to MSG Joey Barden ( joey.e.barden@afghan.swa.army.mil ). Please contact MSG Joey Barden at the given e-mail address for questions regarding the solicitation no later than 7 Aug 2012 at 23:30 EST. Questions asked after this deadline shall not be grounds for extension of this solicitation.
