G - Social Services (Temporary Housing / Homeless Shelters) SOURCES SOUGHT The Fargo Veterans Affairs (VA) Health Care System (HCS) is soliciting information to conduct market research to identify potential Homeless Shelters/Temporary Housing Agencies who can provide counseling services and temporary housing for eligible homeless veterans or at risks of eligible homelessness veterans. The Fargo VA Health Care System, Health Care for Homeless Veterans (HCHV), located at 2101 Elm Street, Fargo, ND 58102. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY: The market research is looking to identify potential agencies/organizations that have the capabilities to provide provision of residential placement and supportive services through the Health Care for Homeless Veterans (HCHV) program. HCHV Program is designed to serve homeless Veterans in need of immediate placement in a safe environment. Many of these Veterans have co-morbid conditions that include serious mental illnesses, substance abuse disorders, and other serious medical conditions. Entities that are interested in providing Veterans these services should be aware that although this potential procurement seeks services in North-Western Minnesota, Health Care for Homeless Veterans is a national program serving Veterans throughout the country. This program continues to expand and has become one the largest VA interventions to assist homeless Veterans. It is also the first specialized VA specialized homeless programs developed by the VA. It represents one of VA's most significant efforts to achieve the President's goal of ending homelessness among Veterans. The Health Care of Homeless Veterans (HCHV) program participates must meet the criteria established by HCHV Staff clinical staff and VA Fire and Safety Officials. In accordance with Federal Acquisition Regulation (FAR) Part 15.201(e), the information requested is for planning purposes only and is not intended to bind the Government. DISCLAIMER: It is not Fargo VA Health Care Systems intent to publicly disclose contractor proprietary information obtained during this solicitation. To the full extent that it is protected pursuant to the Freedom of Information Act and other laws and regulations, information identified by a respondent as Proprietary or Confidential will be kept confidential. It is emphasized that this Request for Information (RFI) is NOT a Request for Proposal, Quotation, or Invitation for Bid. This Request for Information (RFI) is for information and planning purposes only, subject to Federal Acquisition Regulation (FAR) Clause 52.215-3 entitled Solicitation for Information or Planning Purposes. This Request for Information (RFI) is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information submitted in response to this Request for Information (RFI). No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized on the Federal Business Opportunity Website URL https://www.fbo.gov/. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis.
