- Product Director Wideband Control (PD WC) and the US Army Contracting Command - Rock Island (ACC-RI) intend to issue a Request for Proposal (RFP) sole source to Northrop Grumman. This RFP is for a spectrum monitoring subsystem (SMS) installed at five (5) wideband satellite communication operation centers (WSOCs) and three (3) support facilities located worldwide for use with the Wideband Global SATOM (WGS) and Defense Satellite Communication System (DSCS) satellites. The proposed RFP will result in a three (3) year (two year (24 month) base period with one (1) - one (1) year (12 month) option period) Firm-Fixed Price and Cost Plus Fixed Fee contract. The estimated release date of the final RFP is 21 August 2012. The date in which offers are due will not be released until the final RFP is issued. The response date listed on this website is for archive purposes only and is not the date in which offers are due. CAUTION: All notifications will be issued electronically as will any Amendments thereto. Because of this, the Government is under no obligation and is in face unable to maintain an offerors mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any Amendments or notifications which may be issued. Failure to obtain any said Amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in rejection.
