- Flight Data Solicitation Amendment PROPOSAL PREPARATION INSTRUCTIONS Offerors shall submit a single proposal which includes information to be evaluated for award. Each proposal shall consist of three (3) volumes, as follows: PROPOSAL ORGANIZATION Volume Factor Page Limits Volume I: Technical 1.1 - Relevant Experience 1.2 - Technical Approach 1.2 - Professional Qualifications 20 pages Volume II: Past Performance 2.0 - Past Performance No page limit Volume III: Price 3.0 - Price A. Pricing for Services B. Identification of all discounts being Proposed C. Federal Supply Schedule D. Any Reps and Certs Required No page limit The Offeror shall NOT include price data in Volumes I or II. Pricing information as reflected by dollar amount shall only appear in Volume III. The Government may reject a offeror's entire proposal if a proposal includes price data in Volumes I or II. The proposal shall be clearly marked with the RFP number: "HSTS05-12-R-WFU002" Page limitations shall be treated as maximums. Offerors shall not exceed the specified page limitations stated above. The Government reserves the right to not consider any pages in excess of the limitation for evaluation purposes. "Page X of Y Pages" numbering, the Proposalr's name and submission date in the header or footer of each page shall be used. All pages of the written Proposal shall be sequentially numbered with no gaps, breaks, or sub-page numbers/letters. Detailed tables of contents shall be used. The tables of contents, transition timeline, Gant charts, cover sheets, glossaries of terms/ abbreviations/ acronyms do not count toward the specified page limit. All other pages shall be numbered sequentially. Offerors are encouraged to use graphic presentations where such presentations will contribute to the compactness and clarity of the Proposal. Graphic presentations must be within the main body of the Proposal, and will count as part of the specified page limits. Offerors are advised that the use of promotional material and/or brochures will not constitute compliance with the requirements concerning the content of responses. All information submitted in response to this RFP, inclusive of notes shall be formatted on 8 ½" x 11" size papers, and in any font no smaller than 11 points. Offerors shall provide all electronic documentation in Microsoft Word or Adobe Acrobat PDF format as appropriate. Electronic documentation presented in any other format shall not be considered by the Government. The Government evaluates Proposals based upon the information that the offeror presented in his or her Proposal. However, the Government may verify Proposal information, as necessary, and may use data obtained from other sources in the evaluation. The Proposal must comply with the requirements as stated in the RFP. The Government may eliminate a Proposal from further consideration that does not conform to the RFP requirements. Offerors submitting a Proposal represent that they shall perform all of the RFP requirements. Moreover, key personnel are a commitment on the part of the offeror that the proposed individual shall be available and that the offeror shall assign the individual to the project. SUBMISSION OF PROPOSALS The offeror shall submit and all volumes shall be received via email to Lisa.Hendrick1@dhs.gov and Rachel.Ali/@tsa.dhs.gov no later than 4:00 p.m. EST by Thursday, August 9, 2012.
