- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions. It is neither a solicitation announcement nor a request for proposals or quotes. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Any inquiries are to be made in writing by email to the point of contact. Responses to this notice shall be sent by email to chris.vu@va.gov by the due date and time of 08/17/2012 by 4:30p.m CT. Description of requirement and submittal requirements are below: Description: Government seeks contractor to provide non reserved or reserved parking permits: The U.S. Department of Veterans Affairs (VA), Network 23 Contracting Office (NCO 23), is located at 708 3rd Street South, Minneapolis, Minnesota 55415. NCO 23 requires approximately thirty-four (34) non reserved or reserved parking permits within a 1 block (walking) radius of the above referenced location. Parking permits are required for use during the hours or 6:00 AM to 6:00 PM, Monday through Friday, excluding all Federal holidays. Permit holders shall be able to access the parking facility twenty-four hours per day, seven days a week (including holidays) at no additional cost. Spaces will be required for use on or before October 1, 2012. The Government requests capability statements and comments from interested businesses regarding the requirements described above. Responsible sources are encouraged to submit a response to this notice with a statement of interest on company letterhead. At a minimum, the following information shall be provided: 1. Company Name; 2. Company Mailing Address; 3. Point(s) of Contact including telephone number(s) & email address(es); 4. Socio-Economic Factors (i.e. Small/Large Business, HUBZone, Service Disabled Veteran Owned, 8(a), etc.) as it relates to NAICS Code 812930 ($35.5 Million). In addition, the Government requests responses to the following: 5. Provide details of proposed parking facility (i.e. location, distance from FOB, number of spaces available, etc.). 6. Does the business have a plan for ensuring that only authorized persons park vehicles under the potential contract? If so, please describe plan or control mechanism. 7. Does the business offer or is it willing to offer any Government/contract discount to standard parking rates? 8. Does parking facility have any type of security? If so, please describe. 9. Additional information and/or comments. Responses will be shared with government personnel, but otherwise will be held in strict confidence. Offerors submitting comments may also request to discuss their comments directly with the government. The Government reserves the right to proceed with solicitation without discussions. The Governments intent is to solicit a Firm Fixed Price, Best Value Procurement. The North American Classification System (NAICS) code for this acquisition is expected to be 812930 ($35.5 million). General Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the Central Contractor Registration (www.ccr.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov.
