- The Contracting Department, NAVSUP Fleet Logistics Center (FLC), Norfolk, VA, 23511-3392 intends to procure a firm fixed price type contract utilizing FAR Part 13 Simplified Acquisition Procedures . The applicable NAICS code is 811219 with a small business size standard of $19.0 million. The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Sole Source provider is Waters Corporation, 34 Maple St. Milford, MA 01757.The Government requires services and maintenance on the Acquity UPLC System by Waters Corporation. Since they are the original equipment manufacturer and this requirement requires unique parts, and specially trained service representatives to repair and insure performance and ongoing reliability. The chromatograph software is proprietary to Waters Corporation, and they are the only vendor capable of doing the services requested. The period of performance for the resulting contract will be for one (1) twelve-month base with four (4), twelve-month option periods including FAR Clause 52.217-8 Option to Extend Services . All options will be evaluated in accordance with FAR 17.206(a). A complete solicitation package will be available for download via NECO at http://www.neco.navy.mil or FEDBIZOPPS at http://www.fedbizopps.gov on or around 7 August 2012. A determination by the Government not to compete this proposed contract based upon responses to this notices is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; FLC Norfolk will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to self-certify may be grounds for the Government to refuse the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
