Rotary Wing Standardization Pilot, (PSC), Patrick Air Force Base, Melbourne, FL Issuance Date: 08/06/2012 Closing Date: 09/06/2012 SOLICITATION NUMBER: PSC-12-069-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PLACE OF PERFORMANCE: Melbourne, FL, Patrick Air Force Base (AFB) 9. JOB DESCRIPTION: See below STATEMENT OF DUTIES A. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: The U.S. Department of State (DOS), Bureau of International Narcotics and Law Enforcement Affairs (INL), Office of Aviation (INL/A), Patrick Air Force Base, Florida provides planning, operational and logistical support and contract oversight for the INL counter-narcotics aviation programs in Central and South America, Pakistan and for aviation support to personnel under Chief of Mission authority in Iraq and Afghanistan. INL/A performs this mission using a fleet of fixed and rotary wing aircraft, Contractor personnel, and Government and personal services contractor personnel, operating in the United States and various countries. PURPOSE: This personal services contract (PSC) position serves as the Rotary Wing (RW) Standardization Pilot for INL/A. The RW Standardization Pilot provides academic and flight instruction in single or multi-engine helicopters; to oversee contractor and host nation rotary wing academic and flight training; and to administer the DoS RW Standardization Program. He/she is required to develop, coordinate, and implement the flight standardization program for U.S. Government, contractor, and host nation rotary wing pilots. He/she reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for organizing, training, and deploying rotary wing assets within or to OCONUS locations. RELATIONSHIPS: Work under the direct supervision of the Chief, Operations Division, INL/A. The Chief provides general direction in terms of broadly defined aviation policy/mission/functions and contractual procedures. The RW Standardization Pilot exercises latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is expected to be correct with review and such results for timeliness and effectiveness. B. DUTIES AND RESPONSIBILITIES: 1. Develop, coordinate, organize, implement, and oversee a comprehensive RW Flight Standardization program INL/A 2. Provide academic and flight instruction to USG personnel assigned to perform rotary wing pilot duties. Training includes the full range of theory, formal classroom instruction, and actual flight practice. Apply the "Fundamentals of Instruction" as listed in the FAA Flight Instructor's Handbook during flight training. Demonstrate the standard method of accomplishing flight tasks in accordance with the appropriate Rotary Wing Aircrew Training Manual (ATM). 3. Provide instruction to and or evaluate USG personnel, DoS Flight Instructors/Standardization Instructor Pilots, Contractor Standardization Instructor Pilots, and Host Nation Standardization Instructor Pilots on the DoS INL Office of Aviation Flight Standardization Program. Training includes instruction in DoS flight operating rules, use of the Guide to Aviation Training and Standardization, use of the Aircrew Training Manual (ATM), and standardization program management. 4. Review and recommend establishment of formal courses of instruction, training aids, training programs, training standards, training directives and related material to support the RW Standardization Program. Through the contractor RW Standardization Instructor Pilot, establish training programs to ensure maximum utilization of training facilities, adherence to training standards, and to avoid duplication of training effort. 5. Collect, review, and disseminate data on rotary wing tactics, techniques, and employment in support of the counter-narcotics mission. Maintain constant liaison with U.S. DoD, DoS, Narcotics Affairs Section (NAS), other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to INL RW standardization program. 6. Perform contract oversight of contractor rotary wing flight training and standardization. Ensure that contractor pilots, flight instructors, and standardization instructor pilots conform to the standards. 7. Prepare periodic contractor performance reports for the Contracting Officer's Representative. 8. Perform flight duties as a Helicopter Pilot-in-Command, Flight Instructor, Instrument Evaluator/Examiner, and Standardization Instructor Pilot. Flight duties include day, night unaided, and with Night Vision Goggles (NVG) in both visual meteorological conditions (VMC) and instrument meteorological conditions (IMC). Actual tasks may include the following techniques: Nap-of-the-Earth (NOE) flight (flying as close to the earth's surface as vegetation and obstacles permit), Contour flight (flying 50 to 100 feet above ground level {AGL} at airspeeds up to 120 Knots Indicated Airspeed {KIAS}), and Low-level flight (flying between 100 and 500 feet above ground level {AGL} at airspeeds up to 120 Knots Indicated Airspeed {KIAS}), External load operations utilizing the helicopter mounted cargo hook, rescue hoist operations utilizing the High Speed Rescue Hoist, and emergency procedures training tasks for initial entry rotary wing (IERW) student qualification. MINIMUM REQUIREMENTS 1. U.S. citizen able to obtain/maintain Secret security clearance 2. Experience in organizing and executing a formalized Aviation Aircrew Training and Standardization Program, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. 3. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. 4. Knowledge of tactical employment of rotary wing aircraft in a counter-narcotics operation, including capabilities, limitations and techniques of employment of INL/A aircraft. 5. Must have extensive experience as a flight instructor and/or standardization instructor pilot in the training and standardization of rotary wing pilots within a formal Aircrew Training Program. 6. Skill in the operation of rotary wing aircraft as a flight instructor. 7. Certification as U.S. FAA Flight Instructor, Rotorcraft Helicopter is highly desirable; however, military experience as a rotary wing instructor pilot is acceptable. Experience as a military or civil rotary wing Instrument Flight Instructor/Evaluator is desirable. Certification as a U.S. FAA Commercial Pilot with Rotorcraft, Helicopter-Instrument rating required as a minimum. 8. A minimum of 250 hours of NVG time. 9. Possess a current FAA second class medical 10. Ability to demonstrate aeronautical knowledge and skill via oral/written/flight performance evaluations/examinations. 11. Ability to perform staff actions as required to support Aviation Operations, revise standing operating procedures, manuals, training programs and provide appropriate recommendations to the Chief of Operations. Perform other staff actions as required. DESIRED KNOWLEDGE AND SKILLS: 1. Ability to read, write and speak the Spanish language at both the conversational and technical level. 2. Knowledge of and skill in operation of Personal Computer based MicroSoft word processing systems COMPLEXITY 1. Perform Rotary Wing flight standardization oversight of U.S. Government, contractor and host nation helicopter pilots operating in six countries and at multiple forward operating locations. 2. Develop Multi-national/Multi-cultural Rotary Wing Pilot Training programs, Plans, Policies, and Procedures for the Office of Aviation. This includes coordinating recommendations from standardization committees, consulting with the Director of Operations regarding ongoing projects, providing guidance to contractor, host nation and USG instructor pilots and standardization instructor pilots, and overseeing implementation of the rotary wing standardization program. 3. Perform continuous analysis of ongoing programs to determine the requirement for new procedures/policies that will improve the efficiency, effectiveness and flight safety of aviation operations in support of the counter-narcotics mission. PHYSICAL DEMANDS Work is physical and sedentary in nature and involves activity at main and field locations. May require some physical exertion and dexterity. As this is a flying position, the RW Standardization Pilot is required, in accordance with DoS INL, INL/A Aircrew Training Program, to successfully complete a FAA second class medical examination annually. WORK ENVIRONMENT Work is conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections/flight evaluations. Flight duties are performed in UH-1, S61, CH46 series helicopters at the main base at Patrick AFB, Florida; however, the Contractor employee may be required to perform flight duties at an OCONUS field site under austere conditions. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities and therefore pose significant risk to the incumbent while at these sites. EVALUATION CRITERIA: Factor 1. Contract Oversight - 30% Offeror's ability to: a. Develop, coordinate, organize, implement and oversee a comprehensive Rotary Wing Flight standardization program for the Office of Aviation. b. Perform contract oversight of contractor rotary wing flight training and standardization. c. Ensure that contractor pilots, flight instructors and standardization instructor pilots conform to the standards of the Office of Aviation Rotary Wing Standardization Program. d. Prepare periodic contractor performance reports for the Contracting Officer's Representative. Factor 2. Provide Instruction/Standardization - 30% Offeror's ability to: a. Provide academic and flight instruction to USG personnel assigned to perform rotary wing pilot duties at Patrick AFB or other locations. b. Ability to apply the Fundamentals of Instruction to teaching the full range of theory, formal classroom instruction and actual flight practice to novice and experienced pilots. c. Provide instruction to and evaluate USG Flight Instructors/Standardization Instructor Pilots, Contractor Standardization Instructor Pilots and Host Nation Standardization Instructor Pilots on the INL/A Flight Standardization Program. d. Perform flight duties, as a helicopter Pilot-in-Command, Flight Instructor, Instrument Evaluator/Examiner, and Standardization Instructor Pilot, during day, night unaided, and night vision goggle conditions and in both visual (VMC) and instrument meteorological conditions (IMC). e. Maintain constant liaison with U.S. Department of Defense, Department of State, Narcotics Affairs Section (NAS), other U.S. Government Agencies, and the FAA to keep abreast of current policies, procedures and rules that pertain to the Office of Aviation rotary wing standardization program. Factor 4. Experience/Past Performance - 20% Offeror's previous experience and quality of performance.
